WITH CAPITAL WE DO NOT HAVE TO HERE IN THE CAPITAL INVESTMENT. AND DO YOU HAVE A NEW AMENDMENT TO GET BILL IN THE SHAPE. YOU LIKE.>>I DO I MISTER CHAIR SO I WOULD MOVE THE 83 AMENDMENTS. SO WE’VE HAD A ONGOING DISCUSSIONS ON THE COUNCIL ACCESS TO FOLKS THROUGHOUT THE STATE BEING ABLE TO KNOW ABOUT THE WORK THAT WE DO ON THE COUNCIL AND SO WHAT THIS AMENDMENT WOULD IS THAT REQUIRE THAT WHEN WE HAVE MEETINGS HERE IN THE CAPITOL COMPLEX WE ACTUALLY WE MEET IN THIS ROOM THAT THOSE MEETINGS WOULD BE VIDEO RECORDED LIVE STREAM SO THAT FOLKS THROUGHOUT THE STATE THE BETTER PURCHASE THEY DIDN’T KNOW WHAT WE’RE IN THE OUTER HAIRCUTS COMFORT AND SO THIS AMENDMENT WOULD REQUIRE THAT AND THEN IF WE HAVE MEETINGS OFF SITE WOULD REQUIRE THAT THEY BE VIDEOTAPE DEFECTIVE.>>REPRESENT BECKER-FINN MOVES THE A 3 AMENDMENT TO THE BILL THE SHIPS WOULD LIKE ARE THERE ANY ANY DISCUSSION ON THE A 3 AMENDMENT. ALL THOSE IN FAVOR SAY AYE AYE THOSE NAME HIGHS HAVE THE 3 AMENDMENT IS ABOUT 10% THAT GRIFFIN TO THE BILL AS AMENDED.>>IN MISTER CHAIR; THERE ARE A COUPLE OTHER AMENDMENTS YOU WANT ME TO GO OVER THOSE NOW OR AFTER WE WALK THROUGH THE BILL I THINK WE SHOULD WALK THANK YOU MISTER CHAIR; TERM I KEEP SAYING I DON’T KNOW WHY THERE ISN’T MORE.>>MEDIA HERE TODAY BECAUSE I THINK WE’RE THE ONLY ONES IN NOT THE LEGISLATURE TODAY MOVING A MILLION BILL. SO I’M I AM REALLY EXCITED TO BE PRESENTING THE UPPER HERITAGE FUND APPROPRIATION FOR 2020. JUST AS SOME BACKGROUND FOR FOLKS IN SENSE. I THINK WE ARE ACTUALLY BEING VIDEOTAPE TODAY. THE OUTER HERITAGE COUNCIL BLUFFS; OUR TEAMS OUT THERE HERE TO COUNCIL IS MADE UP OF 12 MEN. 4 OF US LEGISLATORS SERVE ON THE COUNCIL SO IT’S MYSELF AND REPRESENT FABIAN AND THEN. 2 SENATORS AS WELL THESE ARE THE FUNDS THAT FROM THE LEGACY. DOLLARS SO IT’S THAT EXTRA THAT 3; 8 SALES TAX THAT WE ALL PAY AS MINNESOTANS ONE 3RD OF THAT GOES THAT AFTER HERITAGE FUND AND THEN THE COUNCIL MEETS THROUGHOUT THE YEAR. WITH THE GOOD STAFF THAT WE HAVE WORKING ON THE COUNCIL AND WITH FOLKS THROUGHOUT THE STATE TO DECIDE HOW THOSE FUNDS SHOULD BE SPENT AND SO WHAT WE HAVE TO PERCENT YOU TODAY THE RECOMMENDATIONS OF THE COUNCIL THESE RECOMMENDATIONS WERE PASSED UNANIMOUSLY BY THE COUNCIL TO BE RECORD TO BE PASSED BY THE LEGISLATURE AND SO I’M GOING TO TURN IT OVER TO. MY TEST FIRES; THE STAFF ON THE OUTER HERE TO COUNSEL THEIR KIND OF WALK THROUGH THE DETAILS OF WHAT’S INCLUDED IN THE BILL THIS YEAR. MISTER JOHNSON.>>MISTER CHAIR FOR THE RECORD A MARK JOHNSON EXECUTIVE DIRECTOR FOR THE OUT THERE FOR THAT STARTS AND SO TO HEAR TO COUNSEL. MISTER CHAIR MEMBERS. YOU HAVE HANDOUTS YOU HAVE A COUPLE OF VENISON FOR THE GOOD ESPECIALLY LIKE TO TURN TO THIS ONE. AND IT WILL HELP US WALK THROUGH THE BILL A LITTLE BIT BUT I’D LIKE TO DO IS TO JUST BASICALLY GIVE YOU A WALK THROUGH THE SUMMARY THAT WILL INCLUDE KIND OF A HIGH LEVEL REVIEW OF WHAT’S IN THE BILL AS AND IT ALSO WOULD LIKE TO DETER THEM FROM THERE ASSISTANT DIRECTOR JOE PAVELKA SEEKING GIVE YOU SOME HIGHLIGHTS A NOTABLE HIGHLIGHTS WITHIN THE BILL AND IT WILL STAND FOR TO MISTER CHAIR WITHIN THE REVIEW THAT WAS PUT FORD ALSO BY STAFF BY YOUR HOUSE RESEARCH STAFF THAT DOES A REALLY GOOD JOB OF OUTLINING THE BILL AND IT’S VERY SIMILAR TO THIS. SOME OF THE THINGS THE THAT UH I WOULD LIKE PUT OUT TO THE OR THE BASIC HIGHLIGHTS. THE BILL WE LOOK AT THE BEGINNING OF THE FRONT PAGE YOU’LL SEE THAT THERE ARE A NUMBER OF HIGHLIGHTS LISTED FOR YOU JUST KIND OF THE HEALING APART A LITTLE BIT SO YOU KNOW WHERE THAT MILLION GOES OR WHAT IT DOES. AND ANTICIPATED WITH THIS BILL AND I SEE AN ANTICIPATED BECAUSE THE WORK IS FLUID WITH THIS WITH THESE APPROPRIATION SO THERE MAY BE A LITTLE BIT MORE OF RESTORATION THAT ENHANCEMENT IN ONE BILL THAN ORIGINALLY PLANNED BECAUSE THE OPPORTUNITIES ARISE OR BECAUSE THERE’S NEEDS TO BE MORE THAN OR MORE. EASEMENT INSTEAD A FEE ACQUISITION OR SOMETHING LIKE THAT SO WE’RE LOOKING AT ABOUT 83;000 ACRES OF HABITAT. WILDLIFE HABITAT THAT’S ESTIMATED TO BE RESTORED ENHANCED ARE PROTECTED THROUGH THIS APPROPRIATION 101 MILES OF SHORELINE FOR THE SAINT RESTORATION ENHANCEMENT OR PROTECTION ABOUT $9 MILLION OF LEVERAGE FROM OTHER FUNDS FEDERAL STATE OR NON GOVERNMENT FUNDS THAT WILL COME IN ALONG WITH THIS APPROPRIATION AND GENERALLY WE FIND IS IN THE END WE HAVE MORE THAN THAT AS LEVERAGE IS THE FINAL REPORTS COME IN. THERE ARE 11 DIFFERENT APARTMENT; 25 DIFFERENT ORGANIZATIONS THAT OR THE PRIMARY RECIPIENT’S WITHIN THIS AND THEN THOSE HAVE PARTNERS WITHIN THOSE APPROPRIATIONS AS WELL AS 2 OF THOSE ARE STATE AGENCIES ARE 11 ARE LOCAL. UNITS OF GOVERNMENT AND 12 OR NGO’S ARE NON GOVERNMENT UNITS THERE THAT THAT MANY ONGOING PROGRAMS IN HERE THOSE ARE ALL ROBUST PROGRAMS AND THOSE ARE THE ACCOUNT FOR ABOUT 3 QUARTERS OF THE PROJECTS AND THEN OF COURSE YOU CAN SEE THE ACTIVITIES THAT ARE LISTED THE BODY THAT FIRST PAGE EVERYTHING FROM PRAIRIE RESTORATION TOO. FORCE FRAGMENTATION PREVENT PREVENTION ET CETERA. IF YOU GO TO THE BACK PAGE OF THE BACKSIDE OF THIS IT ACTUALLY IS VERY SIMILAR TO WHAT HOUSE RESEARCH PUT TOGETHER WHEN THEY’RE TALKING ABOUT THE DIFFERENT AREAS SUBDIVISIONS OF THE BILL THIS ACTUALLY DOES BREAK DOWN THE SUBDIVISIONS AND THE PROJECTS AS THEY COME IN WITH EACH ONE SO SUBDIVISION ONE IS THAT FIRST PART SUBDIVISION TO I’M SORRY THE PRAIRIE RESOURCES SECTION IS THAT FIRST CHUNK AT THE TIME THEY’RE 13 PROJECTS AND THAT THEY REPRESENT 41; ALMOST MILLION WORTH OF THE APPROPRIATION AND YOU COULD SEE THAT THOSE ARE THERE’S A QUITE A NUMBER OF DIFFERENT RECIPIENTS; THE RIGHT HAND COLUMN OR NEAR THE RECALL HIM IS THAT WITH THE PRIMARY RECIPIENT IS IN MANY OF THOSE WILL HAVE A RECIPIENT WITH THEM. HELPING THEM OR ANOTHER PARTNER WITH THEM I SHOULD SAY THE AS WE COME BACK TO MISTER PADILLA QUAFF LITTLE BIT IT WILL TAKE SOME OF THESE AND PULLEYS OUT SEALED TALK ABOUT THAT SPECIFICALLY THE SUBDIVISION 3 OF THE 4 SUBDIVISION THAT’S 8 PAGES 8 FOR 11 OF THE BILL; BUT THAT’S ABOUT 6 $15 MILLION WORTH OF THE APPROPRIATIONS. SUBDIVISION FOR IS THE WETLANDS PORTION IT’S A SMALL IS FROM A PROJECT STANDPOINT EARLY FOR PROJECTS; BUT THOSE ARE ALL A VERY ROBUST ONGOING PROGRAMS. THE COUNCIL HAS SEEN FIT TO FUND AGAIN AND DOES REALLY HAPPY WITH THE WORK THAT COMES OUT OF THERE IS ABOUT JUST ABOUT $15 MILLION WORTH OF WORTH OF APPROPRIATIONS IN THOSE 4 EXPENDITURES ARE FOR PROJECTS AND THEN THE HABITATS PORTION IS THE BIGGEST ONE AND THAT’S THE OTHER. WHAT WE WANT TO CALL OTHER SECTION; IT’S THE STREAMS; THE RIVERS; THE CONSERVATION PARTNER LEGACY. IT’S THE LARGEST GROUP AND ITS A VERY DIVERSE AND ITS WORK THERE; 18 PROJECTS THERE FOR THE BULK OF THE FOR MILLION WORTH OF THE APPROPRIATION. IN AND OF COURSE THE ADMINISTRATION IS NUMBER 6 YOU CAN SEE THAT’S QUITE SMALL 360;000. A 150;000 THAT IS MANDATED FOR RESTAURANT RESTORATION EVALUATIONS AND THAT’S SOMETHING THAT GOES ON EVERY YEAR SO AS WE’RE REALLY PROUD OF THAT WILL GET A CHANCE TO ACTUALLY GET TRUE THING ON THE GROUND OF THE PROJECTS THAT HAVE THAT DONE. I’M GOING TO CALL YOUR ATTENTION A TOTAL OF THAT THE MIDDLE 2 PAGES OF THE PRESSURE. AND THIS GIVES YOU A CHANCE TO SEE HOW THE EXPENDITURES DIVIDE OUT IN THE DIFFERENT CATEGORIES OF OF A A OF WORK AS WELL AS SOMEWHAT ACROSS THE STATE THE DIFFERENT CONCEPTIONS OF THE STATE. AND THE TOP LEFT YOU CAN SEE THAT AND I SHOULD POINT OUT THAT HE TO THESE CHARTS HAVE BASICALLY 4 COLORS TO NUMBER 5 COLORS. WE TRIED TO KEEP THOSE TROUSSEAU WHICH OR WHICHEVER CHART YOU’RE LOOKING AT THE LIGHTER BLUE AND THAT IS ENHANCED THE DARKER BLUE IS RESTORE ET CETERA. TOP LEFT YOU SEE THIS GIVES A PIE CHART SHOWING THE OUTPUT OF ACRES; IT’S BY ACTIVITY ACROSS THE STATE. SO HOW MUCH IS ENHANCED; BUT THERE; 70% IN ENHANCEMENT ACROSS THE STATE THERE’S 5% OF THIS OF THE ACRES ARE PROTECTED FEE WITH GUILT. 3% ARE RESTORED. AND IT GOES THROUGH SO WANT REPEAL IS FOR YOU THE ONE THING IT SHOULD MENTION IS EVEN THOUGH WE SEE THAT 3 STORIES 2100 ACRES AND ENHANCES 58;000 ACRES OF THE PROTECTED FEE TO PROTECT WITHOUT FEE AND 3RD TO PROTECT IT THE WITHOUT GUILT. THE PROTECTED EASEMENT ALL THOSE ACRES ARE ALSO RESTORED OR ENHANCED FOR HABITAT; BUT WE DON’T DOUBLE CO THE ACRES SO THOSE ENHANCED SEEKERS AND THEIR STORY KURDS ARE SPECIFIC ACRES THAT ARE HISTORY. STUART AND THEN THE OTHERS ARE RESTORED ENHANCED; BUT THERE IS COVERED UNDER THE PROTECTION SITE. IN THE UPPER RIGHT HAND CORNER; IT’S THE SAME BASIC BREAKDOWN FOR YOU; BUT IT LOOKS AT IT FROM A FUNDING STANDPOINT; HOW THAT BREAKS DOWN THE MOST THESE ACTIVITIES OF RESTORE PROTECTED FEE ENHANCED CENTER. THEN TO THE MIDDLE OF THE PAGE YOU COME ACROSS THE THESE BAR CHARTS. AND THOSE LOOK AT IT A LITTLE BIT DIFFERENTLY. THEY’RE ACTUALLY CONSIDERING THE ECOLOGICAL SECTIONS OF THE STATE AND IN THE TOP MIDDLE OF THE PAGE YOU’LL SEE THE OUTLINE OF THE STATE AND THERE’S DIFFERENT UNITS THERE THAT DEPICT THOSE ECOLOGICAL SECTIONS. SO WE’RE TRYING TO GIVE YOU A LITTLE DIFFERENT LOOK AT THINGS AND THOSE ECOLOGICAL SECTIONS OF COURSE ARE GOING TO BE METRO URBAN FOREST. CURRY TRANSITION AREA; SOUTHEAST FORCE THE TREE IN THE NORTHERN FORCE AND AGAIN BY THE SHEETING YOU CAN SEE THE THE THE GRAVITY OF THOSE ACTIVITIES WITHIN THOSE AREAS OF THE STATE. ON THE RIGHT SIDE OF THE PAGE IS ANOTHER DEPARTURE THAT’S THE SAME TYPE OF THING EXCEPT IT’S LOOKING AT MONEY INSTEAD OF ACRES. HOW DOES THE MONEY BREAKDOWN BECAUSE WE KNOW THAT ONE THAT RESTORING TAKES A LOT MORE MONEY THAN ENHANCING BECAUSE THE LAW MORE EXPENSIVE TO BUILD SOMETHING BACK FROM NOTHING THAT IT IS TO ENHANCE SOMETHING THAT IS ALREADY IN FAIRLY GOOD SHAPE FOR NOT AS BAD SHAPE. SO THAT GIVES YOU THE DOLLARS BUT A LOCATION OR DOLLARS DISTRIBUTION ACROSS THE POLITICAL SECTIONS AND THE BOTTOM OF THE OF THE PAGE WE LOOK AT BASICALLY THE RESOURCE TYPES ARE IN OTHER WORDS ACTIVITY BUT A CURSE ON THE LEFT AND HOW IT BREAKS DOWN IN THOSE 4 AREAS OF THE BILL WHICH ARE THE WETLANDS; THE PURSE; THE FORCE OF THE HABITATS AND THEN TO THE RIGHT IS THAT SAME THING ONLY WITH THE FUNDING ASPECT. AND WHERE THE DOLLARS HOW THE DOLLARS ARE BREAKING DOWN. I SHOULD MENTION THAT SOMETIMES IT’S HARD TO A LITTLE HARD TO ESCAPE SAYS OR I FORGET TO MENTION THAT THAT WHAT WE’RE LOOKING AT WETLANDS PER EASE FORCE AND HAVE A TEST THOSE 4 CATEGORIES THAT ARE IN THE BILL THAT DON’T NECESSARILY MEAN A SPECIFIC AREA OF THE STATE. WE HAVE PRAIRIE’S IN THE METRO URBAN AREA PRAIRIE’S IN THE SOUTHEAST FOR SPURS IN THE PRAIRIE SECTION AS WELL AS THE FORCE TRANSITION AREA. SO AND SAME WITH WEAPONS AND ANOTHER THING SO THE THOSE WETLANDS CURRY’S FORCE AND HABITATS KIND OF BLEND THROUGH THE STATE AND THAT’S WHAT EACH OF THESE CHARTS ARE VERY INTERESTING IN THEIR EACH UNIQUE IN THEIR OWN WAY IN THE INSIGHTS THAT CAN GIVE YOU WE DON’T WANT TO TRY TO MAKE ONE SIZE FITS ALL. I THINK WE’LL DO THAT NEXT IS IS HANDED OVER TO ASSISTANT DIRECTOR PAT THOUGH. IF YOU WOULD GIVE SOME HIGHLIGHTS HERE AND IT WILL DEFINITELY STAND FOR ANY QUESTIONS YOU HAVE WOULD GO INTO THINGS IN MORE DETAIL TO WHICH MISTER CHAIR. GOOD AFTERNOON MISTER EXCUSE ME MISTER CHAIRMAN MEMBERS JOE PROVOKE OF THE ASSISTANT DIRECTOR WITH TO START SINCE DOCTOR HERE TO COUNSEL. I’M GOING TO GO INTO JUST A LITTLE BIT MORE DETAIL ON SOME OF THE PROJECTS THAT THE COUNCIL HAS RECOMMENDED FOR FUNDING. WE’LL START WITH PRAIRIE’S. ONE PROJECT THAT SEEM THAT THE COUNCIL HAD A LOT OF LIKING TO WAS KAREN LAKE AREA; CONSERVATION PARTNERSHIP THAT’S TOO HIGH. AND THE HERON LAKE WATERSHED DISTRICT CAME IN WITH PROPOSAL AND THEY ARE WORKING WITH THE MINNESOTA LAND TRUST AND PHEASANTS DUCKS UNLIMITED AND OTHER LOCAL GROUPS TO PROTECT 450 ACRES OF WILDLIFE HABITAT IN JACKSON NOBLES AND MURRAY DAD’S FAMILY IS FROM THAT AREA IN JACKSON COUNTY AND GROWING UP HEARING SOME OF THE OLD-TIMERS STORIES ABOUT HERE LIKE AND WHAT THAT USED TO BE IN. WATERFALL WATERFOWL HUNTING TO TO SEE THAT THERE’S IN NEW NON RENEWED PUSH IN THE AIR LIKE SYRIA TO UH RESTORE WETLANDS HABITAT IS A SOMETHING THAT’S REALLY NEED. ONE THING THAT’S INTERESTING ABOUT HIS SEXUAL WATERSHED DISTRICT WHO IS LEADING THE PROJECT AND THEY’LL BE HIRING SOMEBODY WHO’S JUST GOING TO BE A BOOTS ON THE GROUND PERSON MEETING WITH LANDOWNERS FARMERS; I’M TRYING TO GET THEM TO GET INTERESTED IN CONSERVATION SEE IF THEY HAVE ANY OPTIONS WHETHER IT BE YOU THE DNR FISH AND WILDLIFE OR WHOEVER ITS JUST QUOTE GETTING THE WORD OUT THAT NONE ANYBODY THAT WANTS TO. ENROLL IN A CONSERVATION PROGRAM WILL BE OPTIONS FOR THEM ANOTHER PROJECT IN THE PRAIRIE IS THE ACCELERATING THE US FISH AND WILDLIFE SERVICE; HABITAT CONSERVATION EASEMENT PROGRAM. IN 2018 THAT WAS MORE OF A PILOT PROGRAM SEE A SEA. OFTEN TIMES THAT WE MIGHT HAVE LIKE A FACE TO 3 FOR ALL THE WAY UP TO 11 AND IF THE A PHASE IS SUCCESSFUL THAN A COMEBACK IN AND ASK FOR MORE MONEY AND THIS IS SOMETHING WHERE THEY HAD ASKED FOR YOU KNOW A MODEST AMOUNT OF THEY WORK WITH ARE LOCAL LANDOWNERS AND LO AND BEHOLD THERE’S A LOT OF INTERESTS OF THE CAME BACK FOR SECOND ROUND AND SO WHAT ARE THE US FISH AND WILDLIFE SERVICE AND PHEASANTS FOREVER; AND DUCKS UNLIMITED WILL BE DOING IS WORKING WITH LANDOWNERS WHO HAVE WORKING LAND. SO THAT’S YEAR THEY’VE GOT CATTLE OR THEY HAVE HEY GROUND OR SOMETHING LIKE THAT AND THEY WILL ENROLL IN A FISH AND WILDLIFE EASEMENT PROGRAM. AND THIS ALLOWS THE LANDOWNER TO WORK FOR LANCE A COMMUTER BE GRAZED OR DELAYED HADE AND THEY RECEIVE A PAYMENT FOR THAT BUT MORE IMPORTANTLY; THE FISH AND WILDLIFE SERVICE; THEY THEY ALSO BUY THE RIGHT TO RESTORE AND ENHANCE THOSE PROPERTY; SO IT’S IT’S NOT A HANDS OFF. PROGRAM THE FISH AND WILDLIFE SERVICE IS ACTUALLY OUT THERE DOING RESTORATION ON THOSE PROPERTIES SO YOU’RE GETTING. MORE HABITAT IN THE AND PLUS THE WINDOW; IT USES AS THEY HAVE BEEN EITHER FOR GRAZING FOR INTO THE NORTHERN FOREST REGION; THE NORTHERN FOREST HABITAT CONSERVATION PROJECT WITH MINNESOTA LAND TRUST IN ST. LOUIS COUNTY THAT 3 SUBDIVISION 3 ON THE BACK OF YOUR PROJECT THERE ARE THE BACK OF YOUR PAGE. MINNESOTA LAND TRUST IS WORKING WITH POTLATCH AND THEY WILL BE ACQUIRING. APPROXIMATELY 4;600 ACRES FROM POTLATCH KEEPING THAT IN. FOR US THEY COUNTY HAS BEEN WORKING WITH THOSE. THEY’VE PASSED A COUNTY BOARD RESOLUTION SUPPORTING THE PROJECT I WAS PRETTY INTERESTING PROJECT THAT THE COUNTY IS WILLING TO TAKE THAT ON AND KEEP IT IN FOR US PRODUCTION. ANOTHER PROJECT A BIG PROJECT THAT OUR COUNCIL HAS BEEN FUNDING OVER THE LAST FEW YEARS AND WE’VE ALSO HAD OUR LAST MEETING HAD QUITE A BIT OF DISCUSSION ON THIS PROJECT FOR THAT HERE IN OUR ROVING CREWS. THE DNR ROVING CREWS ARE 6 TO 8. PERSON CREWS THAT THE DNR HIRES AND THEY’RE ONLY GOAL IN LIFE IS TO DO ON THE GROUND HAVE IT AT WORK SO THAT THEY’RE NOT DOING ANY REAL. I’M YOU KNOW A PAPER PUSHING THEIR THEIR JOB IS DO PRESCRIBE FIRES TO WETLAND EACH CREW THEY HAVE A GENERAL WORK AREA NOW THERE’S UP TO 5 REGIONS SO THERE’S 3 IN THE WESTERN HALF THE STATE AND SOUTHWEST; THE SOUTH OR THE WEST CENTRAL AND NORTHWEST. THERE’S NOW GREW IN THE NORTHEASTERN PART OF MINNESOTA AND THEN ALSO A CREW IN THE METRO SLASH SOUTHEAST PART OF THE STATE AND ALL THEY DO IS WORK DIRECTLY WITH AREA LAND MANAGERS DNR AND FISH AND WILDLIFE SERVICE AND OTHER PUBLIC LAND MANAGERS HABITAT WORK. SO IF YOU’RE IN THE GRASS AND PART OF THE STATE THE PRO BE DOING WHAT HE TREE REMOVAL OF PRESCRIBED FIRE. IF THEY’RE IN THE NORTHEAST PART THEY MAY BE YOU KNOW SOME SORT OF PRESCRIBED BURN THAT COULD BE FIRE BREAKS IT COULD RUSH ONE REMOVE ALL UP WHATEVER THAT AREA MANAGERS CAN THINK OF THAT THE THIS THESE CREWS COULD DO THAT’S WHAT THEY DO. AND THEN FINALLY JUST TO TALK ABOUT CPR AS THEIR LAST PROJECT EVERY YEAR WE ARE REQUIRED THE COUNCIL’S REQUIRED TO HAVE A SMALL GRANTS PROGRAM AND THAT’S THE CONSERVATION PARTNERS LIKE A SECRET. GRANT AND WE HAVE A HANDOUT WHICH LOOKS LIKE THIS. AND THIS IS SOMETHING THAT THE TNR PROVIDED TO US AND YOU AS YOU CAN SEE 6 OVER THE 10 YEARS OR 11 YEARS 660 PROJECTS HAVE BEEN 200 GOVERNMENT AND NONPROFIT ART THE STATION’S THE AVERAGE COST US 95;000. SO THESE ARE PROJECTS THAT ARE UNDER 400;000 ANYTHING ANY APPLICATION THAT’S OVER 400;000 GOES TO START SAM’S COUNCIL RUNS THROUGH THIS PROCESS. ANYTHING THAT’S UNDER ORGANIZATIONS REQUEST MONEY FROM THE ACTUAL THE NARCAN AND IT’S A TRUE GRANT PROCESS NOT APPROPRIATION PROCESS. THE CASE. SO ONCE THE DNR RECEIVES THE APPROPRIATION MONEY THEY OPEN UP A GRANT PROGRAM AND THAT’S WHERE THE REQUESTERS CAN GET THAT MONEY. 83 COUNTIES HAVE HAD CPL PROJECTS THAT ARE STILL A FEW STRAGGLERS OUT THERE BUT IT SOUNDS LIKE STEEP HILLS WORKING WITH THOSE MAKE SURE THAT WE GET HIGHER NUMBER. YOU CAN SEE THERE’S SOME GRAPHS THAT SHOW WHERE THE DISTRIBUTION IS OF CPL PROJECTS AND WHO RECEIVES IT THAT KIND OF HABITAT TYPE IN THE ACTIVITY. AND THEN ON THE BACK OF THE PENN DOT YOU SEE SOME BEFORE AND AFTER PICTURES THESE ARE JUST TYPICAL TYPES OF PROJECTS CPL DOES BUT AS YOU CAN SEE THE SAINT RIVER ASSOCIATION AND WILD LIFE FOREVER; AND DELTA WATER FAR ALL RECIPIENTS THAT DO GOOD HABITAT WORK WITH THE MONEY JUST LIKE WE ALL EXPECT SO THANK YOU AND WE CAN THE ANSWER ANY QUESTIONS THAT YOU MAY HAVE. THANK YOU PERCENT BUT MISTER CHAIR TO HAVE A FEW QUESTIONS.>>LOOK AT YOUR CHART AND IT APPEARS THAT. BUT 27% OF THIS YEAR’S BILL. WILL BE TAKEN AWAY FROM PRIVATE OWNERSHIP I KNOW THAT YOU’VE GOT 40% OF THAT IT SHOWS AN EASEMENT BUT KEEP IN MIND THAT WHEN THOSE EASEMENTS OR PURCHASE THEIR LIFETIME EASEMENTS AND WHEN WHEN PROPERTY OWNERS ARE FINISHED GETTING THEIR PAYMENTS OFF THOSE LANDS THEY’VE BEEN NOW COMING BACK TO US AND ASKING FOR A REDUCTION OF PROPERTY TAXES BECAUSE THEY CAN’T USE THE LAND AND IT REALLY MAKES THE LAND. ON SALEABLE SO EVENTUALLY STATES GOING UP WITH THAT ANYWAY SO THERE’S A AND THE MONEY CRUNCH THAT YOU HAVE HERE KEEP IN MIND THAT THAT’S NOT ALL THERE IS IT’S ADDED TO THE FACT THAT WE ALREADY HAVE ONE-THIRD OF MINNESOTA THAT’S NO LONGER OR IN PRIVATE HANDS IN PUBLIC HANDS AND AND FOR THOSE OF YOU WHO THINK THAT YOUR CHILDREN ONE DAY MAY WANT TO OWN THEIR OWN PROPERTY. IT’S IT’S DISAPPEARING PRETTY FAST IN MINNESOTA SO KEEP THAT IN MIND BUT I DO HAVE A SOME QUESTIONS TOO. AND ALL START KIND OF A LOVED OUT OF THE BOTTOM OF MY LET’S GO TO YOU DON’T HAVE IT ON YOUR ON YOU DON’T IF YOU DON’T HAVE THE BOOK IT CAN BE HARD IF YOU LOOK AT IF WE GO TO. 9 OR 10 I THINK IT IS. AND THERE’S 900 ACRES OF LAND HERE THAT’S BEING ENHANCED AND UH IT’S A THE MONEY IS GOING TO PHEASANTS FOREVER AND DUCKS UNLIMITED. AND THEN FROM THERE WE TRANSFERRED OVER TO FEDERAL LANDS. AND SO NO LONGER BE IN POSSESSION OF MINNESOTA. ALSO ON THAT LIST. THERE IS A IF YOU LOOK ON TO WHERE THE MONEY GOES ON THAT. MY PAPERS AROUND TOO MUCH. WELL I I CAN I CAN REMEMBER IT ANYWAY. THERE’S 2820% INCREASE; BUT BECAUSE OF THE SURPLUS. SO SO A LOT OF THESE PROJECTS FROM WHEN THEY STARTED FOR INCREASED BY 20% OR YOU HAVE 20% MORE MONEY THAT WAS DIVIDED UP BETWEEN THE 8 BRIDGES AND SOME OF THE THINGS THAT I WAS WONDERING ABOUT WE’RE IN THIS PARTICULAR CASE WHERE YOU’VE GOT I GUESS IS P A 11 IS WHAT I’M LOOKING AT THIS GOING UP BY NEARLY MILLION THERE’S AND IT’S GOING TO DUCKS UNLIMITED AND PHEASANTS FOR HOWEVER; 20 MILLION 50 MILLION RESPECTIVELY ARE GOING INTO A THESE NGO’S. AND IT JUST SAYS FOR CONTRASTS NEXT. IT’S ALSO IS SO IF IT WHEN YOU ADDED IN THE EXTRA MONEY. WHAT EXACTLY DID A GOAL FOR US IS JUST GOING TO THEM TO DO WITH WHAT THEY WANT AND DESERVE SPECIFIC NEED FOR THAT MONEY SO WHAT DOES IT MEAN WHEN IT SAYS FOR CONTRACTS ON THE INCREASE. JOHNSTON MISTER CHAIR AND A REPRESENTATIVE GREEN TO JUST FOR CLAIRE FROM JUST FOR CLARIFICATION REPRESENTED GREEN PEA A LEVEL THAT IS>>A SOLAR US FISH AND WILDLIFE SERVICE HABITAT CONSERVATION EASEMENT PROGRAM STATES DOING.>>I DON’T KNOW WHY I WROTE THAT DOWN TO SEE. P 8 P 11 YES; IT’S AS FAR ACCELERATE YES; WHAT IS>>PHASE 3 AND MISTER JOHNSON MISTER CHU THIS IS WORKING LANDS EASEMENT PROGRAM THAT MISTER PATHAK WAS MENTIONED SO JOE YOU MIND TAKING THAT. MISTER FELKER MISTER CHAIR MEMBERS SALT IN THE CONTRACTS LINE ITEM OF THE OF THE BUDGET THAT IS FOR. RESTORATION THE PHEASANTS FOREVER. DUCKS UNLIMITED WILL RECEIVE AND THEY’LL HAVE A CONTRACT WITH THE MINNESOTA DNR TO DO THE REST ARE THE TO WORK IF YOU LOOK AT THE IN THE LANGUAGE IN THE BILL LANGUAGE; IT’LL THE X AMOUNT OF MONEY TO PHEASANTS FOREVER WITH A IN AGREEMENT TO DO X Y AND Z AND SO JEN ARE WILL HAVE AN AGREEMENT WITH HIM THAT SPELLS OUT EXACTLY HOW THEY’RE GOING TO SPEND THE MONEY WHERE THEY’RE GOING TO SPEND IT AND THEN THEY ALL HAVE A BUDGET AND IN THE BUDGET IN THE CONTRACTS LINE ITEM THAT IS FOR RESTORATION OR ENHANCEMENT SO THAT WOULD BE THEY’RE DOING SEATING ON A PROPERTY OR AND I’M DOING SOMETHING TO HELP WITH A ALLOWING GRAZING OR WETLAND RESTORATION WHERE THEY HAVE TO HIRE CONTRACTORS TO TO THAT ANYWHERE DUCKS UNLIMITED WOULD HIRE SOMEBODY TO DO SOME SORT OF SERVICE. SO IT’S NOT THAT MONEY IS NOT IT IS. I GUESS BEING SPENT BY DUCKS UNLIMITED OR PHEASANTS FOREVER; BUT IT’S THEY’RE NOT SPENDING IT NOT PAYING THEMSELVES. TO DO THAT THERE’S A SPECIFIC LINE ITEM IN THERE FOR PERSONAL. PERCENT AGREE WITH KATE; THANK YOU THAN THESE OTHER QUESTION.>>WHEN IT AND YOUR LIST ACROSS THE BOARD BUDGET INCREASES DUE TO THIS INCREASE IN FUNDING. ALMOST ACROSS THE BOARD BUDGET INCREASES ARMS AND THIS IS OBVIOUSLY A ONE-TIME FUNDING WILL YOU KNOW THAT ALWAYS GET THE NEXT UH HUH. THE NEXT NUMBERS IN FOR THE NEXT YEAR I’M ALMOST ACROSS THE BOARD BUDGET INCREASES ARE THEY IN ANY WAY GOING TO BE ADDED TO THE BEES THESE AGENCIES.>>MISTER JOHNSON MISTER CHAIR PRESENTED AGAIN ARE YOU REFERRING REPRESENTATIVE GREEN TO THIS BASICALLY REFERS BACK. YES; IT’S ONE. IT THE THE MEMBERS DON’T HAVE THIS THIS IS A DOCUMENT THAT WAS GIVEN TO THE COUNT TO OUR COUNCIL IT ON DECEMBER 10TH MEETING AND THE THE LET’S START OUT WITH START SAM’S OF THE KURDS COUNCIL ACTUALLY AT THAT TIME THE 5TH NOVEMBER FORECAST TO COME BACK AND THE NOVEMBER FORECAST SAID WERE ADVISED BY A AND B THAT THERE’S 18 MILLION MORE DOLLARS THAT YOU GUYS HAVE TO FIGURE OUT HOW YOU CAN WORK IN YOUR BILL. SO THOSE WERE THE ACTUAL INCREASE AMOUNTS AS THE COUNCIL THEN BROKE IT OUT AN EXCITED. WHAT WERE THE BETTER PROJECTS WHAT WERE THE BEST USES OF THOSE PROJECTS AND THEN THE COUNCIL WAS VERY DETERMINED AND MAKING SURE THAT THOSE REALLY WERE BROUGHT IN FOR A PROGRAM ATTIC STANDPOINT THEY’RE NOT FOR THE BASELINE OF THE ORGANIZATION AND PERHAPS PERHAPS THE PERHAPS THE OUT THERE WE ALSO HAVE SOME COMMENTS AS A MEMBER OF THE COUNCIL FOR THAT.>>THANK YOU MISTER CHAIR I MEAN JUST SO SO FOLKS KIND OF UNDERSTOOD THE WHOLE PROCESS HERE. YOU KNOW THIS IS THIS FUND HAS BEEN SET UP FOR A DECADE AND THERE’S A WHOLE DRAWN OUT PROCESS AND WHAT HAPPENED YOU KNOW WE’VE BEEN WORKING THROUGH WE READ THROUGH THIS ENTIRE ITS WHICH IS FRUSTRATING BECAUSE I HAVE THIS ENTIRE. THING ALL MARKED UP; BUT I DIDN’T KNOW SPECIFICALLY WHAT PAGE WE’RE GOING TO BE. WORKING ON A WITH YOUR QUESTIONS BUT I DO THINK. I MEAN MY FEELING AS A COUNCIL MEMBER WAS THAT THE DISCUSSION THAT WE HAD. WE’RE BEING TOLD THAT THESE AT THE AMOUNT OF MONEY IN A FUND THAT WE COULD SEE SPEND YOU KNOW THE IDEA WITH THE LEGACY AMENDMENT WASN’T THAT THE MONEY WAS JUST GOING TO SIT IN SOME ACCOUNTS OF WHERE WE SHOULD BE PUTTING IT TO WORK. I’M ON THE PROJECTS THAT HAVE GONE THROUGH THE WHOLE PROCESS AND>>THAT WAS PROBABLY OUR OUR LONGEST MEETING FIGURING OUT HOW THAT WAS GOING TO BE DIVVIED OUT THAT A LOT OF THESE YOU KNOW THE BACKLOGS PROJECTS OF POTENTIAL LANDOWNERS THAT THEY’RE GOING TO BE WORKING WITH AND SO THIS ALLOWS THEM TO GO FURTHER WITH THAT.>>THANK YOU MISTER CHAIR; I’M NOT SURE THAT ANSWER THE QUESTION BUT ALL WILL GET IT FIGURED ON THIS PARTICULAR ONE THAT WE’RE LOOKING AT HERE IS P 11. THE 900 THAT’S INVOLVED>>THERE’S NO LOCATIONS FOR THESE IS JUST. SO I WOULD ASSUME THAT THERE’S A WHOLE BUNCH PROJECT SO OR IS THIS MONEY JUST PUT OUT THERE FOR TO LIMIT AND PHEASANTS FOREVER AND SAY GO PICK WHICH ONES YOU WANT BECAUSE I WAS LOOKING AT THE MAP AND I WAS LOOKING AT YOUR. HERE’S YOUR STUDIES AND HERE IT DOESN’T GIVE ME A EVEN A PORTION OF THE STATE WHERE THEY’RE AT WHERE SOME OF THEM; YOU KNOW YOU CAN YOU CAN PICK COUNTIES AND THIS ONE DOESN’T HAVE THAT. MISTER CHAIR MISTER JOHNSON AND MEMBERS IN THEIR IN THEIR ACCOMPLISHMENT PLAN THEY HAVE TO TELL THE COUNCIL FOR PERMIAN IN THEIR COMPANY PLAN. THEY HAVE TO DISCLOSE TO THE COUNCIL WHAT AREA OF THE STATE THEY’RE LOOKING AT DOING THIS WORK IN THIS PARTICULAR ONE. IT WAS THE FORCE PER TRANSITION AREA SO THAT THAT MIDDLE SLIVER OF THE STATE AS WELL AS THE CURRY SECTION OF THE STATE. SO THEY ARE STAYING TO THOSE AREAS. IT IS FAR EXACTLY WHERE IN THOSE AREAS AT THE FRONT END; THEY KNOW THEY HAVE THIS PROGRAM; THEY KNOW THAT THERE ARE.>>OUR INTEREST TO THE LANDOWNERS IN CERTAIN AREAS BUT ONLY LIMITED TO THEY DON’T TELL US SET UP THEY DON’T TELL US WHO THOSE LANDOWNERS ARE UP FRONT WHAT THEY CAN YOU HAVE TO DO IS BY LAW THEY HAVE TO PROVIDE THEIR PARTS TO LISTEN TO WHERE THE MAN AND UP WERE THESE TAKE PLACE AND THAT WHAT’S GOING AND WHAT THEIR WHAT’S HAPPENING ON THOSE PROPERTIES. THERE’S ONE MORE QUESTION YOU ASKED.>>WELL THERE SEEMS TO BE IS SO IT TO YOU THAT’S FINE AND BUT IF THEY IF THEY HAVE TO PROVIDE THESE WHEN DO WE KNOW WHEN AND WHERE THEY ARE. WHEN THEY PROVIDE THEM AND WHEN WE NORTHERN BECAUSE I’M LOOKING AT THIS DOESN’T TELL ME WHERE THEY’RE AT IN THEIR BOOK.>>BECAUSE THIS GIRL CAN MISTER CHAIR MEMBERS IF THE PROPOSE OR DOES NOT HAVE. PARCEL SELECTED THAT USUALLY MEANS THEY HAVE TO SIGN UP. PERIOD OR THEY HAVE SOME SORT PRIOR TO STATION PROCESS SO WITHIN THE PROGRAM THAT WE’RE TALKING ABOUT THEY HAVE WHAT’S CALLED THE BIOLOGICAL PRIOR TO STATION TOOL FOR FOR HABITAT EASEMENT PROPOSALS AND SO THIS IS THE FISH AND WILDLIFE STANDARD FORM THAT THEY USE TO PRIORITIZE THE PARCELS THAT COME IN AND SO IF FOR A SIGN A PROGRAM LIKE THIS KNOWING THAT THEY MAY NOT GET THE MONEY OR BE UP TO SPEND THE MONEY FOR 2 YEARS. THE COUNCIL MADE A DECISION TO. THE SUBMISSION OF THIS IN PLACE A LIST OF PROJECTS JUST BECAUSE THE YOU KNOW MOST PEOPLE AREN’T YOU KNOW SOME PEOPLE MAY NOT WAIT 2 FOR THE FISH AND WILDLIFE SERVICE WHO ARE TOO. POSSIBLY GET MONEY BEFORE THEY WANT TO SELL THE PROPERTY. THIS THIS GIVES THE COUNCIL SOME ASSURANCES AND GIVES THE COUNCIL. THE ABILITY TO KNOW EXACTLY HOW THEY’RE GOING TO PRIORITIZE AND I’M THEY MAY NOT KNOW WHERE THOSE PERSONS ARE BUT DON’T KNOW THE TYPE OF PARCELS THAT THEY’RE GOING TO BE IN THIS GENERAL AREA. THIS IS SAME THING THAT THE COUNCIL WOULD DO WITH BOWS ARE WITH THEIR MONEY.>>I DON’T THINK MISTER CHAIR SO ESSENTIALLY WHAT YOU’RE SAYING IS THAT.>>THE STAGE IN THOSE STARTS SAM’S COUNCIL NOW US ARE JUST SAYING HERE’S A WHOLE BUNCH OF MONEY GET OUT THERE AND BEEN ON THIS LAND FOR SOMEBODY IN THE PRIVATE SECTOR WANTS IT AND SAW THOSE UNITS MONEY HERE YOU GO. SO BRINGS UP SOME QUESTIONS THAT NEVER GOT AN ANSWER TONIGHT AND I WILL KEEP THE SHORT JUST A COUPLE MORE QUESTIONS ONE IS. DOES THE DOES THE COUNCIL OR HAVE A PLAN AS TO HOW MUCH LAND THEY WANT. I MEAN ERRORS AND JUST AS LONG AS THE MONEY KEEPS COMING IN. WE’RE GOING TO KEEP MY UNTIL THERE’S JUST NOTHING LEFT FOR THE PRIVATE SECTOR IS THERE A PLAN.>>PRESIDENT PACKER FAN I THANK YOU MISTER CHAIR; SO. ONE THING I DID WANT TO CLARIFY YOU KNOW FOR ANYONE WHO’S WONDERING ABOUT THERE KIDS HAVING ACCESS TO BUYING LAND IN THE FUTURES THAT ALL THIS LAND ACTUALLY DOES BELONG TO ALL OF OUR KIDS UP ALONG TO YOU AND TO ME AND EVERYBODY IN THIS ROOM. IT’S PUBLIC LAND. YOU KNOW PHILOSOPHICALLY WE MAY DISAGREE; BUT THE VALUE OF PUBLIC LAND BUT NONE OF THE PROJECTS THAT COME THROUGH THE COUNCIL NOBODY HAS A GUN TO THEIR HEAD AND IT’S FORCED TO DO ANY THIS IT’S WILLING WILLING BUYER AND SELLERS ESSENTIALLY AND SO I’M I’M SURE THAT THE STAFF DO HAVE EXAMPLES OF TIMES PERHAPS WHERE THINGS HAVE FALLEN APART BECAUSE. CHANGE THEIR MINDS THEY HAVE A RIGHT TO CARRY THEIR LAND THEY HAVE THE RIGHT TO DO THAT WITH THEIR LAND SO. DO WE A PLAN LONG-TERM KNOW THE COUNCIL CHANGES ALL THE TIME SO IT’S KIND OF ODD. WE ARE DIRECTED WHAT TO DO BY WHAT IS IN A MINNESOTA CONSTITUTION WHICH IS THE RELEVANT SECTION THIS YEAR ON THIS FOR FOLKS WHO HAVE SEE HOW OUR FOCUS IS TO RESTORE PROTECT AND ENHANCE WETLANDS PRAIRIE’S FORCE AND HABITAT FOR FISH GAVE IN WILDLIFE. AND SO THAT I MEAN THAT IS OUR FOCUS AND IF WE STOP GETTING PROJECTS COMING FORWARD WANTING TO PURCHASE LAND BECAUSE THE DEMAND WASN’T THERE AND FOLKS DIDN’T WANT TO DO THAT WILL THAT NIGHT I IMAGINE WE PUT MORE OF OUR FUNDS INTO THE RESTORATION. YOU CAN SAY PEACE AND LAST INTO THE THE PURCHASING OF LAND; BUT AGAIN THESE THESE ARE RECOMMENDATIONS MYSELF TO REPRESENT FABIAN AND EVERYONE ELSE IN THE COUNCIL PUT A WHOLE LOT OF TIME IN A WHOLE LOT OF EFFORT REALLY BRINGING FORWARD TOGETHER FOR FOLKS WHO HAVE BEEN PAYING ATTENTION TO THIS ISSUE. THERE’S RECENTLY AN ARTICLE IN THE STAR TRIBUNE ABOUT HOW THE OUTER HERITAGE COUNCIL IS ONE OF THOSE AREAS OF GOVERNMENT WHERE WE DO ACTUALLY WORK REALLY WELL TOGETHER AND IT OF YOU KNOW A HYPER PARTY IN PLACE AND SO I THINK IF THERE’S SPECIFIC QUESTION YOU KNOW REALLY NEEDED GRITTY DETAILS AGO WHAT’S IN THE CONTRACTS. THESE GUYS HAVE ALL THAT; BUT THEY DIDN’T KNOW TO BRING ANY SPECIFIC THING HERE TODAY. BUT I KNOW WHEN I’VE ASKED THEM WITH SPECIFIC QUESTIONS ABOUT DIFFERENT PROJECT. THERE’S LIKE 5 TIMES AS MUCH PAPERWORK THAT THEY HAVE FOR EACH INDIVIDUAL THING. IF YOU GIVE THEM TIME TO GET THAT TOGETHER SO I’M SURE THEY DO WANT TO GET BACK TO RECAP SPECIFIC QUESTIONS ON LINE ITEMS. PROJECTS.>>I’VE GOT A LONG LIST OF MEMBERS HAVE QUESTIONED SOME MAY BE. AROUND GREEN IF YOU CAN AROUND THE DOLLARS AND THEN WE CAN GET A GROUP OF OF ANSWERS AND. WE’VE GOT TEST FIRES AS WELL.>>THAT AND THE IDEA A PUBLIC LAND; A BLUNT EVERYBODY THAT’S WHAT WE GOT AWAY FROM WHEN WE LEFT ENGLAND AND WHAT’S GOING TO HAPPEN IF WE CONTINUE THIS IS ONLY THE VERY VERY WEALTHY ARE GOING TO BE UP TO 4 TO BUY LAND AND EVERYBODY ELSE IS GOING TO BE SUBJECT TO WHATEVER THE STATE HAS FOR THEM WE ALREADY HAVE SEEN SIGNS AND HAVE DEMANDED THE STATE TO STATE TAKE DOWN SIGNS THAT SAID NO PUBLIC ACCESS. SO THESE THINGS ARE OUT THERE AND THEY’RE SERIOUS AND WE HAVE PEOPLE AND REALLY THEY JUST CAN’T AFFORD TO BUY THE LAND ANYMORE BECAUSE IT’S GOTTEN SO SO HIGH BREAKER WHEN YOU TAKE ON A 3RD OF THE AVAILABLE LAND THAT’S UNDERSTANDABLE. WHY THAT IT HAPPENED AND SO THAT THERE’S A THERE’S A BIG PROBLEM HERE. AND AS FAR AS GETTING THE INFORMATION THEY ARE THEY’RE GREAT FOR GOING TO GET THE INFORMATION BUT AS YOU STATED WERE ON CAMERA HERE AND THIS IS BEING TELECAST OUT AND SO THE PEOPLE IN MINNESOTA AND ESPECIALLY THE PEOPLE IN MY DISTRICT WERE VERY VERY CONCERNED ABOUT THIS. THE NOT BE NICE HAVE INFORMATION HERE. THANK YOU.>>BECKER-FINN IT; THANK YOU MISTER CHAIR AND I.>>TOTALLY AGREE IT JUST WOULD HAVE BEEN HELPFUL IF THEY WOULD HAVE KNOWN AHEAD OF TIME THAT YOU KNOW. AND I’M SURE WE CAN THEY CAN GET THAT INFORMATION TO CAN HAVE THAT ON THE RECORD IN THE FUTURE MR. JOHNSON.>>MISTER CHAIR JUST TO FORM THAT THAT COMMITTEE THE COUNCIL DOES HAVE A 25 YEAR VISION THAT CAN MAKE SURE STAFF HAS THAT SO THAT THAT CAN BE CIRCULATED THAT DOES TALK TO IT DOES GO BACK TO ABOUT 2010 11 WHERE THE COUNCIL ACTUALLY LOOKED AT WHAT REALLY SHOULD BE THE FORWARD VIEW OF THE OTHER HENCHMEN OTHER MONIES ARE SPENT ON WHAT HAPPENS WITH THE DOLLARS SO IT DOES LOOK AT THOSE ACRES DOESN’T HAVE A SPECIFIC NUMBER BUT THEY HAVEN’T BALLPARK IN ANTICIPATION OF WHAT MIGHT HAPPEN FROM IT.>>SIDE OF REPRESENTATIVES THAT WOULD BE US THAN CLASS AND THEN LEAVE THEM BACK.>>SOMEBODY NEEDS TO PUT QUESTIONS IN AN I REALLY APPRECIATE THAT 83;000 PLUS ACRES THAT ARE GOING TO BE RESTORED ENHANCED ARE PROTECTED. THAT’S GOOD NEWS FOR MINNESOTA. ANOTHER PIECE OF THE GOOD NEWS IS A LOT OF THIS ACTIVITY WILL WORD RESULT IN NEW CARBON SEQUESTRATION ARE YOU ALL TRACKING THAT.>>MISTER CHAIR AND REPRESENTED WORKING AS THAT WILL BE A IN A WAY WE’RE STARTING TO TRACK THAT INNER OUTCOMES WITH THE ACTIVITIES THAT WE THAT GIVES US ANOTHER A COMPONENT FOR TRACKING THAT BUT WE’RE KIND OF ON THE.>>FRONT END OF A OF A THOSE CALCULATIONS WHO ARE VERY MUCH ON THE FRONT OF THOSE CALCULATIONS BECAUSE IT REALLY IS. I WOULD RECOMMEND.>>DOCTOR JASON EXCUSE ME AT THE UNIVERSITY OF MINNESOTA WHO IS AN EXPERT IN THIS AREA AND I THINK COULD BE VERY HELPFUL FOR YOU AND I’M GLAD TO HEAR YOU’RE DOING ON YOUR WET ONE WE CERTAINLY NEED MORE WATERFOWL REPRODUCTION. AND I JUST WANT TO MAKE SURE THAT ALL THESE WETLANDS THAT ARE BEING RESTORED. YOU DON’T PEOPLE TO USE THEM TO PRODUCE BAIT. BECAUSE ITS FATE THAT WHEN DEBATE; IT’S. WHAT IT EATS. THEN IT’S NOT AVAILABLE FOR THE DOCKS AND THAT’S ONE OF THE PROBLEMS WERE HAPPENING. SO IS THERE AN INSURANCE HEAR THAT. THESE WEAPONS WILL NOT BE USED FOR BIG PRODUCTION MISTER JOHNSON. MISTER CHAIR AND MEMBER IN THE US. THE.>>THE COUNCIL DOESN’T DEAL WITH THAT BUT THEN THAT’S IT THIS IS A IT’S DEALT WITH ANOTHER LAW. AND OF COURSE AS YOU KNOW SOMETIMES LOT OF CHANGES THAT ALLOWS THE USE OF WETLANDS FOR ONE WHERE NO THESE ARE BASED THE SHALLOW CHO LAKES AND WETLANDS SO MOST OF THESE ARE GOING TO BE THE FREEZING OUT EVERY WINTER AND THAT’S GENERALLY WHERE THE US WHO ARE LOOKING AT THOSE THE SMALL PLACES THAT ARE A FUTURE FOR TALKS. AND OF COURSE FOR MIGRATION AS WELL AS FOR LOCAL BREATHING SO IN THE TO THE VAST ABSOLUTE SURE THAT THEY’RE NOT USED FOR BAIT A SPECIALLY SOURCED RATION BECAUSE NOTHING WOULD LIVE THERE THROUGH THE YEAR OTHER THAN THE NUMBER OF ROUTES THAT ARE THERE.>>MAYBE DISTRICT AND IS WE NEED TO MAKE SURE THAT THAT. WE ARE USING FOR WATERFOWL REPRODUCTION BUT JUST THE FINAL THING AND OBSERVATION YOUR TALKS ABOUT MORE BURNING AND I UP TOTALLY APPRECIATIVE OF THAT AND I JUST I WILL TELL MEMBERS I GO OUT ON THE PIECE OF DNR UP PRAIRIE WHICH WAS ONCE A PASTURE BUT IT HAD NEVER BEEN TURNED OVER. AND IAN ARE BURNED IT EVERY OTHER YEAR. FOR 3 AND THE PRAIRIE CAME BACK. ROBUST OR MAYBE I WILL SAY IS ROBUST. NOT QUITE THE DIVERSITY. IT’S JUST SOMETHING YOU THINK THAT’S REALLY GREAT AND THAT THIS FIRE AND NOW WE KNOW AND SCIENCE IS ALSO TELLING US THAT YOU NEED FIRE FOR REPRODUCTION KEEP ON PUSHING NOT THANK YOU.>>THANK YOU; MISTER CHAIR AND I JUST WANT TO HIGHLIGHT THAT WE HAVE HAD DISCUSSIONS ON THE COUNCIL AND I’M I’M ALSO REALLY EXCITED ABOUT WHAT WE KNOW ABOUT PRAIRIE’S IN THE WAY THAT IT CAN IMPACT OUR CLIVEN HOME PORT THAT THAT’S A LOOK RIGHT NOW I’M MORE OF A NORTHERN FORESTS KIND OF GIRL BUT THROUGH THE WORK WE GOT THE COUNCIL VISITING SOME OF THESE LOCATIONS IT REALLY IS IMPORTANT WORK THAT IMPACTS EVERYBODY IN MINNESOTA; ESPECIALLY ON THE CLIMATE IMPACT.>>I HAVE A QUESTIONS ABOUT THAT I’M IT’S WHERE THEY ARE HIS I WILL BE LOOKING FOR TO ENJOIN THEM. I REALLY WANT TO ASK HOW THE METHODS FOR RESTORING THE STREAMS ARE CHOSEN TO MAKE SURE THAT THEY ARE IN THE BEST PRACTICES FOR MINNESOTA STREAMS RATHER THAN AND A COLORADO STREAM AND MAKING SURE THAT WE ARE USING PLASTIC MATERIALS FOR THOSE RESTORATIONS.>>MISTER CHAIR AND MEMBER CLAFLIN THE THEIR BEST BEST PRACTICES ARE USING ALL THE RESTORATIONS DEALERS INVOLVED IN EACH OF THE RESTORATION FOR PLANNING ASPECT AS WELL BECAUSE OF PERMITTING AND EVERYTHING ELSE THAT HAPPENS WHETHER DEPENDING ON THE AREA THE STATE THAT YOU GOT THE GEOLOGY OF THE SOIL. ALL OF THAT WHETHER IT’S THE CAR STIR THE NORTHEAST. THEY’RE VERY DIFFERENT. ACCEPTABLE METHODS TO BE USED IN EACH OF THOSE AREAS IN TO VARIOUS DEGREES. SO ALL OF THAT’S TAKEN INTO CONSIDERATION BY THE PROJECT MANAGERS AS THEY WORK WITH THE NRA AND THEY’RE IN THEIR LOCAL CONFORMS THAT NEED TO STICK TO. THERE WAS UP I BELIEVE THERE WAS A MEETING JUST. IT WAS LAST WEEK EARLIER THIS FORGET I THINK WAS THIS WEEK ON TUESDAY DOWN IN THE ROCHESTER EASE WITH THE NRA AS WELL AS TRY TO LIMITED AND OTHERS LOCALLY TALKING ABOUT THAT VERY THING. WHAT ARE THE HOW ARE THEY GOING TO BE DOING CERTAIN RESTORATIONS DOWN THERE WHAT CHANGES SHOULD BE DONE AND SO ON. THERE’S ALSO AS I UNDERSTAND THE NURSE DOING SOME NEW RESEARCH THAT JUST PUTTING TOGETHER. LOOKING AT AGAIN THAT ISSUE ABOUT WHAT A WHAT CRACK. THIS IS OUR BEST USED IN WHAT AREAS WHERE THE RESULTS OF THE PRACTICES THEY’RE JUST DEFINING THAT RESEARCH AT THIS POINT TO YOUR POINT ABOUT TRUST REIT ONE REALLY COOL THING HEARD THE OTHER DAY WAS A BACK IN IN THE 70’S. BROOK TROUT WERE ONLY ABOUT 3% 3 TO 5% OF THE STREAMS AND SOUTHEASTERN MINNESOTA. TODAY THERE ARE MORE THAN 70% OF THOSE COLD WAR STREETS THINGS ARE GOING THE RIGHT DIRECTION.>>AND THEN BEFORE YOU SPEAK SPEAK OF WHERE I’M GETTING COMMENTS THAT PEOPLE HAVE A HARD TIME HEARING SO WE JUST WANT TO MAKE SURE YOU ALMOST EAT THE MICROPHONE TO MAKE SURE PEOPLE CAN HEAR IT SO REPRESENTATIVE LEE THANK YOU MISTER CHAIR AND A MISTER JOHNSON IS GOING BACK TO THE IN JOE CONTRACTS WITH BUSINESSES THAT DO RESTORATION AND ENHANCEMENT WORK.>>COULD YOU TELL US HOW MANY OF THESE GOES TO COME USE COLOR WOMAN HOMES BUSINESSES. AND ARE YOU ABLE TO TELL ME WHAT ARE SOME OF YOUR EFFORTS TO PROMOTE THESE OPPORTUNITIES TO THESE GROUPS. MISTER JOHNSON MISTER CHAIR MEMBERS IS FIRES HOW MANY OF THEM GO TO THE COMMUNITIES OF COLOR.>>OR WHETHER ON BUSINESS MINORITY OWNED BUSINESSES. THE FIRST OF ALL THERE ARE PRIVATE AND STEWS THAT ARE RECEIVING THESE DOLLARS THERE NGO’S LOAD LOCAL UNITS OF GOVERNMENT OR OR STATE OR AGENCIES. THERE MAY BE CONTRACT. IT’S THAT ARE RECEIVING THESE FUNDS WHICH WE DON’T SEE THAT PART OF THAT GOES THROUGH GRANTS MANAGEMENT AND BUT THE PILLOW COVERS THE ACTUAL RECIPIENTS LIKE THE RED RIVER WATERSHED DISTRICT WILL BE DECIDING WHO DOES THE WORK ON THE RIVER THROUGH THIS THIS PROJECT AND SO WITH A CPL PROJECTS; THE CONSERVATION A A PARTNERS LEGACY PROGRAM; SAME WAY THE RECIPIENTS WILL DECIDE WHO THAT THAT WORKER IS IN MANY CASES; ESPECIALLY THROUGH THE METRO NEAR THE METRO. INTO ACTION TO THE NORTHERN FOREST. THE ACCC A MINNESOTA CUTS RUSSIAN COURT IS DOING A LOT OF THE WORK AND SO ON THOSE ENHANCEMENTS I KNOW THAT THERE THIS FAIRLY DIVERSE WORK GROUP BUT AGAIN IT’S A NONPROFIT THAT UH I THINK THEY’RE THAT IS RECEIVING THOSE FUNDS AS THE CONTRACTOR; SO I CAN’T TELL YOU EXACTLY HOW THE MINORITIES ARE WORKING ON THIS AS FAR AS SPREADING THE WORD EVERY OPPORTUNITY I GET I TRY TO WE TRY TO GET OUT AS A STAFF TOO ANSWER PEOPLE’S QUESTIONS. I TRY TO TALK TO LEGISLATORS AS WELL AS COMMUNITY GROUPS AND AND UH ENCOURAGING ANYBODY THAT EVEN RAISE IS IN A WORD AND INTEREST THAT WE WOULD LOVE TO COME AND TALK I THINK LAST YEAR HAD ONE REPRESENTATIVE WHO ASKED US WHO TOOK US UP ON THAT OFFER AND THAT WAS REPRESENTATIVE SUNDER ERICKSON WE HAD A A WHIRLWIND TOUR OF 3 DIFFERENT STOPS IN HER DISTRICT ONE DAY IN AND MET MORE THAN 70 INDIVIDUALS WHO WERE MEMBERS OF ORGANIZATIONS LOCAL UNITS OF GOVERNMENT SAID OR SO.>>I THINK IT OR UM YOU KNOW ONE OF THE THINGS THAT I THINK REPRESENT A GREEN WAS POINTING OUT THAT CONCERNS US IN GREATER MINNESOTA IS THE VALUATION I SEE IT QUITE OFTEN UNFORTUNATELY THAT I HAVE PRIVATE INDIVIDUALS WHO WANT TO PURCHASE LAND; BUT YOU CAN’T GO AGAINST THE STATE. MEAN YOU CAN’T PAY AS MUCH WHEN YOU HAVE SUCH DEEP THE BID UP THE LAW AND I HEAR THAT AS THE COMPLAINT AND IT IS A CONCERN BECAUSE REPRESENT A GREEN HAS SHARED PRIVATE OWNERSHIP OF LAND OR PRIVATE OWNERSHIP ITEM IS SO IMPORTANT FOR INDIVIDUALS. IT MAKES A BETTER CITIZEN IT ALSO MAKES PEOPLE PRODUCTIVE I THINK THAT’S THE POINT THERE. I GOT FROM REPRESENTING GREEN; QUITE FRANKLY AGREE WITH THEM BECAUSE WHEN WE TAKE LAND OUT OF THE PRIVATE SECTOR AND PUT INTO A PUBLIC THEN OTHER LANDOWNERS DOESN’T MATTER IF THEY OWN A HOME IN THE COMMUNITY TEA OR IF THEY OWNED FARMLAND OR OTHER LAND NOW THAT TAXES. PASTIME BECAUSE THE SERVICES THAT WE AS A STATE OF MINNESOTA THIS HEALTH AND HUMAN SERVICE SERVICES THAT WE HAVE TO TELL THE COUNTY TO DO THE COUNTY GETS MOST OF THEIR MONEY THROUGH PROPERTY TAX WHERE AND THAT WE HAVE SEVERAL INDIVIDUALS WHO ARE FIXED INCOME AND IT MAKES IT EXTREMELY HARD TO WHAT ARE WE SEEING WHAT WE’RE SEEING IS I’M SEEN LANDOWNERS WHO ARE MOVING TO NORTH DAKOTA SOUTH DAKOTA; THEY PUT THE PROPERTY IN IT TRUSS SO WE’RE LOSING THE PEOPLE UNFORTUNATELY FOLKS IF YOU GO FROM CANADA; NO TO IOWA. YOU KNOW FROM REPRESENTED FABIAN’S DISTRICT DOWN TO REPRESENT SHOEMAKER’S TO STREAK. THERE’S NO LONGER COMMUNITY LARGER ON THE MINNESOTA SIDE THAT WAS NOT THE CASE WHAT ARE WE DOING THE PEOPLE WHO ARE THE MAKERS WHO THE TAKE THE REST ARE LEAVING OUR STATE AND THOSE ARE THE PEOPLE THAT ALLOWS US TO GET MORE INCOME TAX FOLKS LIKE MYSELF A SMALL BUSINESS OWNER. WHO STRUGGLE WITH ALL THE THINGS THAT THE STATE PUTS ON A SO. THAT’S THE POINT I UNDERSTAND REPRESENTED BECKER-FINN TIME. YOU SEE THE IMPORTANCE OF PUBLIC LIFE. I DO SEE THE IMPORTANCE OF PUBLIC LAND DON’T COME AROUND LIKE A WATER SCHOOL HER FAMILY’S HUGE WITH WATER SKIING. BUT THERE COMES TO A POINT THAT WE HAVE A 3RD OF THE LAND THAT OUT PUBLIC ACCESS OWNERSHIP THEN ONLY A CERTAIN CLASS OF PEOPLE CAN AFFORD THAT LAND THAT CONCERNS ME BECAUSE THAT THAT PROPERTY IS BID UP I SEEN IT TIME AFTER TIME AFTER TIME WHEN YOU HAVE A MARKET BECAUSE THE PRODUCT IS LAND IN WHEN YOU SHRINK THAT OUT A PRODUCT WHICH IS LAND ECONOMICS TELLS YOU THERE’S GOING TO IT WILL GO UP BECAUSE THERE’S LESS I SEE A LOT OF GOOD THINGS IN THIS BILL; BUT WHAT ALWAYS CONCERNS ME IS THAT ACQUISITION OF LAND BECAUSE THAT IS DEFINITIVE WE CAN’T GROW MORE LAND IN THE STATE OF MINNESOTA. THANK YOU. ARE THERE ANY OTHER QUESTIONS. I HAVE A COUPLE THAT I WANT TO MAKE SURE WE GET THE TEST TO FIRES AND SO MISTER CARLSON. WELCOME AND REMEMBER YOU HAVE TO EAT THE MICROPHONE. THANK YOU. MISTER CHAIR MEMBERS OF THE COMMITTEE. FOR THE RECORD MY NAME IS DAVE CARLSON AND I’M THE PRESIDENT OF THE MINNESOTA OUTDOOR HERITAGE ALLIANCE. AND I WOULD REFER TO THEM AS MORE FROM FROM HERE ON OUT THAT MORE REPRESENTS OVER 70 DIVERSE HUNTING AND CONSERVATION CLUBS; MINNESOTA.>>REMEMBER GROUPS SUPPORT THE WORK OF LOVE THE SARGE SEEMS OUTDOOR HERITAGE COUNCIL.>>IN THEIR ANNUAL RECOMMENDATIONS TO THE LEGISLATURE FOR FUND ALLOCATIONS. IT’S IMPORTANT TO MOHAN OUR MEMBERS THAT NO CHANGES ARE MADE TO THE RECOMMENDATIONS SO THEY WILL BENEFIT ALL MINNESOTANS AND OUR CONSERVATION LEGACY. THESE DEDICATED FUNDS ARE IMPORTANT TO THE SPORTSMEN AND SPORTSWOMEN OF MINNESOTA. HERE’S SOME EXAMPLES. MORE MEMBER GROUP DUCKS UNLIMITED HAS PART PARTNER AND WITH THE START SEEMS OUTDOOR HERE COUNCIL SINCE ITS INCEPTION. AND THE EU’S REACH STORING WETLANDS AND PRAIRIE ON MARGINAL LANDS. IN SOUTHWEST; MINNESOTA IN THE HEART OF THE PRAIRIE POTHOLE REGION WHERE WE’VE LOST 90% OF THE WETLANDS. IN 99% OF THE PRAIRIE UPLANDS. AND WE’RE DOING SO SEQUESTERS TONS OF CARBON CONCEAL TOO. BUT DUCKS UNLIMITED IS NOT LIMITED TO PROJECTS IN SOUTHWEST; MINNESOTA; BUT IT’S COMPLETED PROJECTS ALL OVER THE STATE WITH OUTDOOR HERITAGE FUNDS. FOUR-MEMBER GROUP FOCH FOXLEY CONSERVATION LEAGUE USES OUTDOOR HERITAGE FUNDS TO HAVE A FOR HABITAT AND FOOD; THE VISION AND NATURAL RESOURCES; FISH AND WILDLIFE IN MARTIN COUNTY THROUGH LAND ACQUISITION WORK PROJECTS. MORE MEMBER PHEASANTS FOREVER. THERE WERE IN MINNESOTA HAS BEEN NATIONALLY RECOGNIZED FOR THEIR OUTSTANDING EFFORTS TO PERMANENTLY PROTECT CRITICAL HABITAT FOR PHEASANTS WATERFOWL AND OTHER WILDLIFE. WITH FUNDS FROM THE OUTDOOR HERITAGE FUN; THOUSANDS OF ACRES. HAVE BEEN ACQUIRED ACROSS THE STATE FOR PUBLIC COUNTY AND RECREATION. ALL THE CITIZENS OF MINNESOTA BENEFIT FROM THESE DEDICATED FUNDS BY THE WORK THAT THE MINNESOTA DNR IS ABLE TO DO THAT OTHERWISE COULDN’T BE FUNDED. FROM RESTORATION THE PRESERVATION OF OUR PUBLIC LANDS. THEY PARTNER WITH GROUPS DEDICATED TO PRAIRIE’S WETLANDS STREAMS IN CLEAN WATER. IN THE OUTER HEARD IT’S FUN MAKES IT ALL POSSIBLE. I WANT TO CONCLUDE WITH THANKING THOSE MEMBERS OF US ARE TIM’S OUTDOOR HERITAGE COUNCIL FOR THEIR WORK. THEIR DEDICATION. THE TIME TO EVALUATE THE MANY REQUESTS COME TO THEM AND AND TO MAKE THE DECISIONS THE FUN; WORTHY PROJECTS. IF THE SPORTSMEN AND SPORTSWOMEN OF MINNESOTA FULLY SUPPORT. MINNESOTA IS LUCKY TO HAVE ALL OF THOSE THAT THE IN HELPING TO CONSERVE OUR PUBLIC LANDS. AND WATERS THROUGH THE OTHER HAND; IT’S FUN. ANY QUESTIONS FOR MISTER CARLSON. THANK YOU MISTER CAN YOU HEAR ME FINE.>>AND MEMBERS OF THE COMMITTEE I’M DEBORAH LOON EXECUTIVE DIRECTOR OF THE MINNESOTA VALLEY NATIONAL WILDLIFE REFUGE TRUST. TERRIBLY LONG NAME I AM TESTIFYING TODAY AS THE LEAD PARTNER FOR THE METRO BIG RIVERS HABITAT PARTNERSHIP ONE OF THE KIND OF ONGOING PROGRAMS THAT WAS REFERENCED BUT THE STAFF. METRO BIG RIVERS IS A PARTNERSHIP OF 5 RESPECTED AN EFFECTIVE NONPROFIT CONSERVATION ORGANIZATIONS THAT WORKS IN THE METROPOLITAN AREA. IN ADDITION TO MY ORGANIZATION THE MINNESOTA VALLEY TRUST; THE PARTNERS ARE THE FRIENDS OF THE MISSISSIPPI RIVER GREAT RIVER GREENING MINNESOTA LAND TRUST AND THE TRUST FOR PUBLIC LAND WE’VE BEEN WORKING TOGETHER SINCE 2010 HAS A ONGOING PROGRAM THAT ACCOMPLISHES SIGNIFICANT AND HIGH PRIORITY HABITAT CONSERVATION IN THE METRO AREA WITH LEGACY FUNDS. THE PACKAGE BEFORE YOU INCLUDES AN APPROPRIATION FOR FACED 10 OF THE METRO BIG RIVERS HABITAT PROGRAM. OUR VISION IS A COHESIVE NETWORK OF SIGNIFICANT HABITAT FOR WILDLIFE. WITH AN EMPHASIS ON THE CORRIDORS AND TRIBUTARIES OF THE 3 BIG RIVERS IN THE METRO AREA TO THE BENEFIT OF MIGRATING AT RESIDENT WATERFOWL BIRDS AND WILDLIFE. AND THE 3 MILLION RESIDENTS OF THE URBAN SUBURBAN AND RURAL PARTS OF THE METRO AREA. LIKE OTHER ONGOING PARTNERSHIP PROJECTS THAT ARE FUNDED WITHOUT THEIR HERITAGE FUND MONEY METRO; BIG RIVERS REGULARLY EXCEEDS EXPECTATIONS. WE’VE COMPLETED WORK ON OVER 6;000 ACRES IN THE METRO AREA SINCE OUR INCEPTION WITHOUT HER HERITAGE FUND MONEY. WE HAVE SPENT 16.6 MILLION AND OUR HERITAGE FUND GRANTS AND WE HAVE A LEVERAGED THOSE FUNDS WITH ANOTHER MILLION IN OTHER FUNDS FOR A 53% LEVERAGE RATE. THE PROPOSED APPROPRIATION TO METRO BIG RIVERS WILL HAVE SIGNIFICANT IMPACT ON CONSERVATION OVER NEARLY 1200 ACRES IN THE METRO AREA WITH THE APPROPRIATION WE WILL PARK TAX 764 ACRES 2 FEET TITLE ACQUISITION AND PERMANENT CONSERVATION EASEMENTS AND WE WILL RESTORE ENHANCE 400 18 ACRES OF SIGNIFICANT BUT DEGRADED HABITAT THROUGHOUT THE METRO AREA. THE LEGACY AMENDMENT WAS OVERWHELMINGLY SUPPORTED BY MINNESOTA VOTERS. AS YOU KNOW THE OUTER HERITAGE FUND PACKAGE PREPARED FOR YOU BY THE L A SO IT’S C CONTAINS 42 HIGH PRIORITY CONSERVATION PROJECTS ACROSS THE STATE THESE PROJECTS HAVE BEEN THOROUGHLY VETTED BY THE L A SO ITS TEETH SO IT THROUGH ITS COMPETITIVE FAIR AND FULLY TRANSPARENT PUBLIC PROCESS. WE ARE FULLY SUPPORTIVE OF THE ALSO HC PROCESS AND THE PACKAGES PREPARED FOR YOU AND WE APPRECIATE THE END CREDIBLE EFFORT THAT ALL OF THE ALSO IT’S THE MEMBERS PUT INTO THEIR PROCESS WE ENCOURAGE YOUR YOUR APPROVAL AND I WOULD BE HAPPY TO ANSWER YOUR QUESTIONS. THANKS FOR THIS OPPORTUNITY. ARE THERE ANY QUESTIONS. IS THERE ANYONE ELSE WHO WOULD LIKE TO TESTIFY. ANYONE ELSE WOULD LIKE TO TESTIFY.>>THAT THAT I HAVE A COUPLE QUESTIONS THAT AND I’LL BE VERY ON THE MAP IT HANSE MEANT AS ABOUT 70% OF THE ACRES OF ACTIVITY. AND MY QUESTION RELATES TO THE RESTORATION OF VALUATIONS THE RESTORATION EVALUATIONS ARE THEY ONLY EVALUATING RESTORATIONS ARE THE RESTORATIONS AND ENHANCEMENT.>>MISTER CHAIR; PRIMARILY RESTORATIONS BUT ALSO I’M SORRY PRIMARILY RESTORATIONS BUT IT DOES END UP BEING RESTORATIONS AND ENHANCEMENTS.>>SO WE DON’T HAVE ANYTHING DEDICATED TO JUST EVALUATION OF ENHANCEMENTS. MISTER CHAIR; THE COURT IN HIS BUT THE RESTORATION ON THE SAME CONTINUOUS JUST ARE KIND OF THIS IS THE 2 SIDES OF IT; I’M SO IN ESSENCE IT IS ENHANCEMENTS THAT ARE BEING DONE AS WELL IT’S JUST THAT THEY’RE LOOKING AT THE MORE DRAMATIC ONCE WHICH ENDS UP BEING THE RESTORATIONS SO IT RATHER THAN JUST LOOKING AT WE’RE AN 8 WERE BURNED WENT THROUGH A GRASSLAND THEY’RE LOOKING AT WERE THE ONES WE’RE REALLY DOING MORE THAN THAT WE’RE IT’S IT’S THE BURN. IT’S THE OTHER PRACTICES THAT AND BRING THAT IT’S REALLY RESTORING IT BACK TO WHAT WE WANT TO BE SO IT’S LOOKING AT THE MORE DRAMATIC PROJECTS.>>THANK YOU AND THEN THE SECOND QUESTION IS KIND OF RELATED IN THE AQUATIC ENVIRONMENT; SO WE’RE NOW 1011 YEARS INTO FUNDING; SHALLOW LAKES AND WHEN WE FUN SHALLOW LAKE PROJECTS OR HAVE WE GONE BACK AND LOOKED HAS THERE BEEN A RE INFESTATION FROM COMMON INTO SOME OF THOSE SHALLOW LAKES WHICH ME. IMPACT THAT RESTORATION HAVE ARE WE GOING BACK THAT’S A LITTLE DIFFERENT THEN UP HURRY RESTORATION THAT ARE WE MONITORING THOSE SHALLOW LAKE ONES TO SEE IT OR IS THERE CARPETS COLLUSION ARE WE HAVING CARP COME BACK AND THAT JUST NEGATE WHAT WE DID.>>MISTER CHAIRMAN THE GROUPS LIKE DUCKS UNLIMITED AND DNR TOO. MOST OF THE TIME WHEN THEY’RE DOING. SHOW LIKE RESTORATIONS ARE ACTUALLY INSTALLING WATER CONTROL STRUCTURES IN THOSE WATER CONTROL STRUCTURES THE LAW. THE WATER LEVEL MANAGEMENT OF THE LAKES AND WITH THAT IN MIND KNOWING YOU PROBABLY WON’T BE ABLE TO REMOVE EVERY SINGLE CAR PART OF THE SYSTEM; THOSE STRUCTURES ALLOW YOU TO CALL BACK KILL OFF THE CAR IF NEED BE SOLD TO. IT’S I DON’T KNOW OF ANY YOU KNOW REAL WATER CAN TRUMP STRUCTURES THAT HAVE BUILT HF THAT DOESN’T ALLOW THAT WATER LEVEL MANAGEMENT. AND OBVIOUSLY IT’S AREA MANAGERS ARE MONITORING THOSE AND IF THEY NEED MARLA MANAGEMENT THEY HAVE THE ABILITY NOW BECAUSE THEY HAVE THE CORRECT WATER CONTROL STRUCTURES TO DO IT.>>IF WE COULD FIND OUT IF WE’VE GONE TO SEE IF THAT’S BEEN DONE REPRESENT WITH THE UNIONS.>>PUT AN EXCLAMATION POINT ON THAT I LOOK AT LAKE CHRISTINA BUT EACH KEEP CENT ON THE MONEY ON AND IT DOES SEEM LIKE THE CARPER WAY AND THAT YOU KNOW BACK IN THE MARSHES AND THAT’S WHERE THEY SPEND THE WINTER WE ALL KNOW ABOUT. FOLLOWING UP ON THAT MISTER CHAIR AGAIN WHEN YOU ARE BURNING WITCHES YOU CAN TELL THAT I BURNING A PIECE A PRAIRIE. IT’S GREAT FOR THE PER. ESPECIALLY NOW FOR REPRODUCTION. BUT IF YOU’RE BURNING HER OWN. DO YOU CALL THAT ENHANCEMENT.>>MISTER CHAIR TO REPRESENT WE’RE GETTING IS THAT ACTUALLY IT BROHM IS ONE OF THOSE PRODUCTS THAT THROUGH RESTORATIONS AND ENHANCEMENTS THEY’RE LOOKING AT TRYING TO REPLACE IT REMOVE THE REPLACE IT TO FIND SOMETHING GET RID OF THAT ONE WAY OR ANOTHER SO THOSE ENDS UP BEING AN ENHANCEMENT OR RESTORATIONS GENERALLY. YOU KNOW BROHM IS A AND THAT THE PURSE BEST LIST; BUT THEY HAVE SPECIFIC.>>CRIED A PROTOCOL DEALING WITH FROM WHAT I CALL IT ENHANCED; BUT TO JUST.>>TO JUST BURN GIRL KNOW THAT THERE MAY BE CERTAIN TIMES A YEAR IT SAID IT BACK BETTER SO COMPETITION COULD COME BACK. OR AT LEAST COME TO BETTER; BUT FROM ISN’T THAT GREAT PRODUCT BY ANY MEANS TO LET YOUR FEED TO CATTLE OR SOMETHING.>>DO WE HAVE A COUPLE OF AMENDMENTS AND I’M GONNA TURN THE GAVEL OVER TO VICE CHAIR CLAFLIN PHASE 2 OF THEM ARE MINE AND I THINK ONE OF THEM IS WRITTEN FEET SO.>>HANSEN HAVE FOR AMENDMENTS. THE MOVIE FOR A MOMENT AND TRY TO MOVE FOR A MOMENT. ALL THOSE IN FAVOR OF THE AMENDMENT SIGNIFY BY SAYING AYE TO WHAT’S GOING ON OUT THERE. READING THE SCRIPT TO QUICKLY.>>THE FOR AMENDMENT IS SIMILAR TO WHAT WE PASSED LAST YEAR ON THIS IT PROVIDING THE THE MEETING TO OVERVIEW THE FUND THAT WAS DONE BACK IN 2014 AND WE’RE NOW. 6; 7 YEARS LATER THOUGHT TO BE GOOD AT A JOINT HEARING WITH THE SENATE ON THAT SO I WOULD MOVE THE A FOR MEN.>>ANY OTHER DISCUSSION ON THE AMENDMENT REPRESENT MISSION. THANK YOU MADAM CHAIR; AND I WOULD BE SUPPORTIVE OF A 4 MINUTE. ALL THOSE IN FAVOR OF THE AMENDMENT SIGNIFY BY SAYING AYE. A BOOST. MOTION PREVAILS THE AMENDMENT IS ADOPTED.>>I WOULD MOVE THE A 5 A MAN. I’M SURE THAT IF I’VE AMENDMENT IS A RELATING IF YOU LOOK IN THE BILL. IT’S LATE INTO THE CONSERVATION PARTNERS LEGACY GRANT THIS IS ALSO SIMILAR TO WHAT WE PASSED IN THIS COMMITTEE LAST YEAR IT RELATES TO A LAND ACQUIRED A FEE MUST BE OPEN TO HUNTING AND FISHING DURING THE OPEN SEASON UNLESS OTHERWISE PROVIDED UP BY THAT IS IT VERY HARD THRESHOLD TO MEET IN THE METRO AREA COULD BE FISHING COULD BE HUNTING; BUT IT MAY BE DIFFICULT TO BE BOTH AND SO THAT ACTS AS A DEFACTO SCREEN AGAINST SOME PROJECTS THERE AND THEN FINDS 21.4 TO 21.1 5. IT HAS THE PRIORITIZATION 2 PROJECTS WITHIN ONE MILE OF EXISTING WILDLIFE MANAGEMENT AREAS; SCIENTIFIC NATURAL AREAS ARE QUITE MANAGEMENT SO AGAIN THAT’S THAT CAN BE A HARD THRESHOLD TO MEET IN THE METRO AREA SO I WOULD ASK SUPPORT FOR FIND THEM.>>REPRESENTATIVE YOU THINK YOU MADAM CHAIR; I DISAGREE THAT IT MAKES IT MORE DIFFICULT THE FIRST PART OF THE AMENDMENT. ON STUDENT AT AGE 20. AND THAT’S OTHERWISE PROVIDED BY LAW I THINK THAT COVERS THAT THIS WOULD ACTUALLY POTENTIALLY IN AREAS WHERE.>>PROVIDED BY LAW. SOME SORT OF A BAN ON HUNTING I THINK THAT COULD IMPACT THINGS OUTSIDE OF THAT. MISTER CHAIR; I DON’T HAVE TOO MUCH TROUBLE WITH THE 2ND HALF OF YOUR AMENDMENT. I WOULD I WOULD OPPOSE THE AMENDMENT. BASED ON I THINK THAT. WE DO HAVE A CONSTITUTIONAL RIGHT TO HUNT AND FISH I THINK THAT THAT WOULD BE POTENTIALLY IMPOSING UPON THAT. I DON’T THINK THAT IT’S NECESSARY BECAUSE THE LANGUAGE THERE SAYS PROVIDED BY LAW. AND THEN I WOULD HAVE A QUESTION FOR MISTER TAYLOR ON THE SECOND PART OF THE AMENDMENT. ON PAGE 21. AGAIN I’M I DON’T HAVE A LOT OF TROUBLE BUT I THINK THAT THIS IS SIMILAR LANGUAGE TO WHAT WE’VE HAD IN THE PAST IS THAT CORRECT. MISTER TAYLOR. MISTER MADAM CHAIR.>>AND MEMBERS; YES WE’VE HAD VERY SIMILAR LANGUAGE FOR THE LAST SEVERAL RECORDS FROM THOSE.>>SO I WOULD BE CURIOUS TO KNOW WHAT MISTER CARLSON HAS TO SAY IF MORE HA WITH REGARDS TO. YOUR AMENDMENT MISTER CHAIR. MISTER CARLSON. MISTER CHAIRMAN MEMBERS OF THE COMMITTEE GAVE ALSO THE MINNESOTA OUT THEIR HAIR DOES LAND AGREE WITH A REPRESENTATIVE FABIAN. THE LANGUAGE TO WORK. AS IT’S IN THE BILL NOT HUMAN YEAH OK AS IT’S IN THE BILL.>>REPRESENT PAKISTAN; AH THANK YOU MADAM CHAIR AND SO AS TO THE FIRST PART OF THE AMENDMENT I ACTUALLY THINK IT’S IT MAYBE ISN’T NECESSARY BECAUSE THE WAY THAT THE AMENDMENT IS CURRENTLY WRITTEN IT’S UNLESS OTHERWISE PROVIDED BY LAW SO IN THE CASES WHERE. BUT WE’VE HAD THE DISCUSSION TO WITHIN THE COUNCIL THAT WE DO WANT TO MAKE SURE THAT THE PUBLIC KNOWS THAT JUST BECAUSE YOU’RE LOCATED IN YOU MET AREA THAT DOESN’T MEAN YOU SHOULDN’T APPLY FOR THESE PROJECTS. I DON’T THINK I HONESTLY DON’T THINK IT MAKES A DIFFERENCE ONE WAY OR THE OTHER BECAUSE WE ALREADY HAVE THE UNLESS OTHERWISE PROVIDED BY LAW LANGUAGE IN IN AH; THE CONSTITUTION AS TO THE SECOND PIECE. I I I SUPPORT THE AMENDMENT I THINK GIVING PRIORITY TO PROJECTS WERE ALREADY WITHIN ONE MILE OF OTHER EXISTING IS ALMOST COUNTER INTUITIVE AS FAR AS WANTING TO HAVE MORE ACCESS AND MORE PLACES. YOU KNOW AS SOMEBODY WHO HUNT SPENT TIME FISHING I THINK I WANT THEM TO BE ABLE TO PICK THE BEST PROJECTS AND NOT HAVE TO RICH EARLY KIND OF RULE PEOPLE OUT BASED ON HOW MANY MILES THEY ARE FROM AN EXISTING A PIECE OF PUBLIC LAND. THANK YOU MADAM CHAIR. SO REPRESENTED BECKER-FINN YOU WANT TO DIVIDE THE AMENDMENT OR SHOULD I I WOULD I WOULD MOVE TO DIVIDE THE AMENDMENT. AFTER LINE ONE 0.4.>>THAT THIS MASS AND TO DIVIDE THE AMENDMENT AFTER 9; 1.4. ALL THOSE IN FAVOR FOR DISCUSSION. WELL CONSIDER THE FIRST PORTION OF THE AMENDMENT. I WOULD ENCOURAGE A NO VOTE FOR THE RECORD. THEY DON’T YEAH.>>REPRESENTATIVE HINSON.>>THANK YOU MADAM CHAIR IN TRYING TO MAKE SURE WE HAVE A GOOD BILL HERE THAT EVERYBODY CAN VOTE FOR. I WOULD SUPPORT THAT BUT I DO I WOULD ASK THE STAFF TO REVIEW. THE CONSERVATION PARTNERS LEGACY GRANT AND SEE A COUPLE OF THINGS ONE. HOW MANY NEW APPLICANTS HAVE BEEN COMING IN EACH AND ALSO SEEING IF THERE ARE PEOPLE WHO HAVE APPLIED IN THE PAST THAT NO LONGER APPLY. AND IF THERE IS HE. LOOKING AT WHERE THOSE GRANTS GO. IF THERE ARE COMMUNITIES IN THE METROPOLITAN AREA THAT DO NOT ALLOW HUNTING. IF THEY ARE BEING SCREENED THE GRANT APPLICATION PROCESS BECAUSE THOSE PROHIBITIONS. IF IT’S TO STAFF COULD DO THAT. I WOULD I WOULD SUPPORT THE NO VOTE ON MY AMENDMENT 1ST HALF.>>ALL THOSE IN FAVOR OF THE AMENDMENTS DIVIDED THE 1ST HALF OF THE AMENDMENT DIVIDED BEFORE 9; 1.4 TO 5 MINUTES A NIGHT. ALL THOSE OPPOSED NO; NO. THE AMENDMENT THAT IS. AS OF THE AMENDMENT IS NOT ADOPTED COUNTRY. MY MANAGEMENT OF AMENDMENT IS A LITTLE RUSTY WILL NOT CONSIDER THE 2ND HALF OF A 5 AMENDMENT.>>AGAIN I WOULD MY AMENDMENT AND ASKED FOR A YES VOTE. ANY FURTHER DISCUSSION.>>ALL THOSE IN FAVOR OF THE 2ND HALF OF 5 AMENDMENT PLEASE SIGNIFY BY SAYING AYE. I THOSE OPPOSED NO. THE 2ND HALF OF THE AMENDMENT IS ADOPTED. I WILL HAND THE GAVEL BACK TO SHARE HANSEN.>>THANK YOU MISTER; THANK YOU MISTER CHAIR LIKE TO MOVE A 6 AMENDMENT REPRESENT A FABIAN MOVES THE A 6 AMENDMENT. MISTER CHAIR; THIS IS THE CONVERSATION BEEN GOING ON HERE FOR SOME TIME AND YOU AND I HAVE TALKED ABOUT THIS SINCE LAST I FEEL STRONGLY I TOLD THE COUNCIL WHEN WE WERE FINISHING UP OUR WORK ON THE ON THE BILL TO BRING TO THE LEGISLATURE THAT THIS WAS A THE ISSUE THAT I WANT TO BRING INTO THIS CONVERSATION AND SIMPLY WHAT I’M TRYING TO DO AND I HEARD. MISTER CARLSON SAY IN HIS. TESTIMONY ABOUT THE THAT WE WANT TO. BENEFIT ALL MINNESOTANS AND I WANT TO HELP BENEFIT ALL MINNESOTANS I WANT TO MAKE THE LANDS THAT ARE ACQUIRED. TAXPAYER DOLLARS IN THIS BILL. IN THE FORM OF W TO ACCESSIBLE TO THOSE FOLKS IN THEIR DISABLED COMMUNITY THAT HAVE US. MOBILITY ISSUES. SO THAT THEY DON’T HAVE TO GO THROUGH SUCH A COMPLICATED PROCESS TO BE ABLE TO GAIN ACCESS UNDER THE STATE LANDS AND. I WOULD HOPE THAT ALL THE MEMBERS OF THIS COMMITTEE WOULD SUPPORT IT I WOULD HOPE THAT ORGANIZATIONS LIKE MORE HARM WOULD SUPPORT THIS TO PUT. PEOPLE WHO HAVE. MOBILITY ISSUES SO THROUGH THE BUREAUCRATIC HOOPS THAT THEY HAVE TO GO THROUGH TO BE ABLE TO DO THIS I THINK IS WRONG AS I TOLD YOU CHAIR I’VE HAD A NUMBER OF CONVERSATIONS WITH DNR ABOUT THIS I’VE BEEN ASSURED BY THE DNR THEY WERE GOING TO BRING SOME IDEAS TO ME. AND THAT STARTED LAST MAY. AND YOU CAN COUNT THE MONTHS BETWEEN. IN FEBRUARY. YOU CAN’T COUNT THE NUMBER OF CONVERSATIONS I’VE HAD IN OUR BUT I’VE HAD SEVERAL OF INCLUDING WHEN THEY TESTIFIED ABOUT MOZART COUNCIL AND WHAT WE’RE DOING AND THEN THEIR PERSPECTIVE HERE ONE COMMISSIONER STORM AND SAT AT THE TABLE AND TO THIS POINT I HAVE RECEIVED 0. SUGGESTIONS OR IDEAS FROM THEM SO THIS IS WHERE WE ARE TODAY. THANK YOU MISTER CHAIR. PRESIDENT PACKER FAN.>>THANK YOU MISTER CHAIR I DID TALK THE DNR ABOUT THE AMENDMENT THEY ARE SUPPORTIVE OF THIS AMENDMENT. I’M ALSO SUPPORT OF AS FOLKS YOU MAY NOT REMEMBER I HAVE I HAVE A BROTHER WHO USES A WHEELCHAIR. CERTAINLY UNDERSTAND THE CONCERN AND NOT MAKING PEOPLE JUMP THROUGH EXTRA HOOPS THEY DO. FOR DNR MIGHT THE ONLY THING THAT I WANT THEM TO THINK ABOUT IF THERE’S A WAY THAT WE CAN WITH THE CURRENT PROCESS PEOPLE CALL ALL IN AND HAVE TO WAIT TO GET PERMISSION. AND WHAT I WOULD WANT TO KNOW IS IF THERE’S A WAY WE CAN COLLECT DATA SO WE KNOW WHICH W ME IS THERE MAY BE BEING USED MORE BY FOLKS WHO USE WHEELCHAIRS AND THAT.>>MAYBE THE INFORMANTS AND OTHER THINGS WE CAN DO IN THE FUTURE TO MAKE THOSE PLACES MORE ACCESSIBLE SO I’D BE SUPPORTIVE OF THE AMENDMENT AND JUST HAVE TO ASK OF DNR THAT IF THERE’S A WAY WE CAN.>>TRACK THAT YOU KNOW NOT NESTLE HAVING TO GRANT PERMISSION BUT WE DON’T HAVE TO TAKE 20 OR ANYTHING BUT JUST SOMETHING TO THINK ABOUT AS THIS MOVES FORWARD BECAUSE I THINK THAT.>>HAVING THAT DATA WOULD BE REALLY HELPFUL.>>I REPRESENT US TO SHARE THE LEAD IN THE AUDIENCE AND THIS WILL GO THEY’RE A NIGHT. A REPRESENTATIVE FABIAN AND REPRESENT BECKER-FINN YOU’RE GOING TO CONTINUE THE CONVERSATION; I KNOW THERE ARE FOLKS THAT ARE CONCERNED ABOUT. IMPACTS AND THE W MASE AND MAKE SURE WE INVOLVED THE COUNCIL ON DISABILITY. IN THE DISCUSSION AS WELL SO WE’RE RUNNING OUT OF TIME RIGHT HERE SO IF WE CAN ANY OTHER DISCUSSION ON THE AMENDMENT PERCENT SAY THANK YOU MISTER CHAIR AND I HAVE TALKED TO REPRESENT OF LILY ABOUT THIS USE AWARE OF>>HE’S SUPPORTIVE FEISTY WAS NOT AND ALSO TALK TO SENATOR HOFFMAN YOU’VE PROBABLY SEEN HIM IN THE NEWS LATELY. HE IS VERY SUPPORTIVE OF THIS IDEA AND I APPRECIATE THE OPPORTUNITY TO MOVE THE AMENDMENT AND MOVE FORWARD AND LOOK FORWARD TO FURTHER DISCUSSIONS THANK YOU TO ALL THOSE IN FAVOR SAY AYE. I WAS IN A I HAVE A 6 HAS ADOPTED REPRESENTED BECKER-FINN.>>THANK YOU MISTER CHAIR WILL WRAP THINGS UP BECAUSE I DO WANT YOU GUYS ALL HERE; BUT NO CHILD LEFT INSIDE BECAUSE IT’S A IT’S A REALLY GOOD THINGS TO REPORT ON THAT. I’M JUST WANT TO THANK THE OTHER MEMBERS OF THE CAR COUNCIL IT IS A LOT OF WORK TO SERVE ON THIS ACCOUNT. THIS COUNCIL; THERE’S A LOT PAPERWORK WE HAVE TO READ AND A LOT OF US THINKING IN MEETINGS AND WORKS I DO WANT TO THERE’S A LOT OF MEMBERS OF THE PUBLIC TO SERVE ON THE COUNCIL SAYING THANK THEM FOR THAT SERVICE. I 5 AND WE YOU KNOW THE THE THINGS WE DO WITH THIS FUND REALLY IMPACT OUR ENTIRE STATE; YOU KNOW IT’S STATEWIDE FOR ALL MINNESOTANS AND HAS TO THE PUBLIC A PUBLIC LAND PUBLIC LAND IS IT REALLY. IT’S REAL ACCESS FOR ALL PEOPLE YOU KNOW IN A LOT OF OUR COMMUNITIES FOLKS DON’T OWN LAND. I YOU KNOW SPECIFICALLY I’VE TALKED A LOT OF MONK FOLKS TO USE THE WHITEWATER W MAY FOR DEER HUNTING AND WITHOUT THAT PUBLIC THEY WOULD NESTLE HAVE THE ACCESS TO AND. KNOW IT WAS A READABLE YOU MAY STILL USE FOR TURKEY HUNTING THEY HAVE TO DO A LOTTERY FOR WHO GETS TO TURKEY HAS THERE SO THE DEMAND IS THERE FROM THE PUBLIC AND I’M REALLY PROUD TO MOVE THIS FORWARD AND I WOULD BE REMISS WHO BROUGHT UP TROUT AND WE BROUGHT SOME OTHER ANIMALS WE CAN TALK ABOUT PRAIRIE CHICKENS. WE TALK A PRAIRIE CHICKENS LOT ABOUT HER HERITAGE COUNCIL SO. GOOGLE PRAIRIE THEY’RE VERY INTERESTING PICTURES AND ASK FOR YOUR ON THE BILL AS AMENDED TO TO MOVE ON TO THE LEGACY COMMITTEE I WOULD REQUEST A ROLL CALL VOTE MISTER CHAIR.>>ROLL CALL HAS BEEN REQUESTED. AND THE MOTION IS TO THE LEGACY COMMITTEE. PROP. THE VICAR FINRA NEWS FROM OCEAN THAT HOUSE HOW 3128 HAS AMENDED TO REFERRED TO LEGACY FINANCE DIVISION. THE ROLL CALL BEING REQUESTED. MR. SHORT’S THANK YOU MISTER; THANK YOU. WE WILL HAVE AN UPDATE ON NO CHILD LEFT INSIDE GRANT MISTER LETTERMAN.>>MISTER CHAIR MEMBERS THANK YOU VERY MUCH FOR THE OPPORTUNITY TO BE HERE FOR THE RECORD EDUCATION AND SKILLS TEAM SUPERVISOR WITH THE DEPARTMENT OF NATURAL RESOURCES REALLY I SUPERVISE OUR LEARN TO HUNT PROGRAMS LEARN TO FISH. I’M BECOMING OUTDOORS SHOOTING SPORTS AND MOST RECENTLY SOME OF OUR GRANT PROGRAMS. I’VE BEEN ON OUTDOOR EDUCATION ENVIRONMENT EDUCATION FOR THE STATE OF MINNESOTA FOR ALMOST 30 YEARS AND I’D SAY IT’S ONE OF THE MOST EXCITING PROGRAMS THAT I’VE BEEN ABLE TO WORK IN MY CAR AND SO I’M REALLY HAPPY TO SHARE WITH YOU ABOUT THE NO CHILD LEFT INSIDE PROGRAM; I APOLOGIZE THE WORDS THAT ARE OFTEN SMALL AND US SCREENS BUT I THINK MOST YEAR YOU SHOULD ALL HAVE A COPY OF THE POWER POINT COMING OUT. GO THROUGH REAL QUICKLY. I ONCE SPENT A LOT OF TIME I KNOW WE DON’T HAVE A LOT RIGHT NOW SO I THOUGHT OF THE INCIDENT TO LOOK BACK AT SOME OF THE HISTORY OF OUTDOOR EDUCATION OF OUR MOST CATION CONSERVATION EDUCATION IN THE STATES WE HAVE A AND TAKE A LOOK AT THAT IT’S COMING US TO SEE THAT THINGS ARE THERE’S NOT A LOT THAT’S HAPPENED OVER THE YEARS OF INTEREST AND WORK IN THIS AREA. JUST AS A REFRESHER ABOUT THE AGAIN LAST YEAR THE APPROPRIATION FROM LEGISLATURE WAS ONE MILLION FOR NO CHILD LEFT INSIDE. THERE WERE 3 CATEGORIES OF FUNDING THAT WERE SET ASIDE. SOME OF THE CRITERIA PRIORITIES FOR VARIOUS DESCRIBED IN THE LEGISLATION. A CATEGORY ONE WAS TARGETED PRIMARILY AT NATURAL RESOURCES; EDUCATION AND OUTDOOR RECREATION THERE’S 500;000 SET ASIDE FOR THAT ELIGIBLE APPLICANTS WAS PART QUITE BROAD FOR THIS CATEGORY PUBLIC ENTITIES AND NONPROFITS RAILS ABOUT CATEGORY 2 I WAS FOCUSED ON FISHING HUNTING AND SHOOTING SPORTS PROGRAM PROGRAMS AGAIN $500;000. BUT A LIMITED. ELIGIBLE APPLICANTS ONLY PUBLIC SCHOOL DISTRICTS AND TRIBAL SCHOOLS WHERE A LOT OF PRIDE FOR THAT CATEGORY. AND THEN CATEGORY WAS TARGETED FOR HIGH SCHOOL OFFICIALLY THAT WAS 200;000 WAS SET ASIDE FOR THAT. AND AGAIN VERY TARGETED ELIGIBILITY OF JUST NONPROFIT ORGANIZATIONS THAT OPERATE IN HIGH SCHOOL FISHING LEAGUES ARE CLUMPS. I HAD REQUIREMENTS IN THE LEGISLATION FOR THE DEPARTMENT WAS TO ACTUALLY DO SOME CONSULTATION WITH STAKEHOLDERS SO WE DID REACH OUT AND WORK WITH SEVERAL DIFFERENT GROUPS THAT ARE LISTED HERE THE OF MINNESOTA ARE 3 COUNCIL ORGANIZATION OR ADVISORY GROUP THAT WE HAVE STARTED RECENTLY AT THE DEPARTMENT NATURAL RESOURCE AGAIN ARE 3 STANDS FOR AND LEARN HUNTER RECRUITMENT RETENTION AND REACTIVATION SO WE HAVE THAT GROUP THAT REPRESENTS A WIDE RANGE OF OUTDOOR ORGANIZATIONS AND OTHER STAKEHOLDERS THAT ARE INTERESTED IN IN THOSE ACTIVITIES. WE REACH OUT AND ACTUALLY PREVIOUS ARE 3 GRANT PROGRAM THAT MY TEAM HAS BEEN RUNNING FOR THE LAST FEW YEARS WE’VE ACTUALLY DEVELOPED IT. A GOOD LIST OF TRIBAL EDUCATORS AND CONTACTS THAT HAVE ACTUALLY BEEN RECEIVED SOME OF THE GRANTS TO THAT PROGRAM. SO WE HAD SOME GOOD INPUT FROM THEM. AND THEN THERE’S THAT MINISTER CHILDREN AND NATURE CONNECTION ORGANIZATION. IT’S A CHAPTER OF THE NATIONAL CHILDREN IN NATURE ORGANIZATION. WE HAVE THE MINNESOTA ASSOCIATION FOR THE EDUCATION. WE DID TALK SPECIFICALLY TO ONE OF OUR WORK GROUPS WITHIN FISHERIES THE DNR BASS SPECIES WORK GROUP TO GET THEIR EMPLOYEES SPECIFICALLY ESPECIALLY ABOUT THE FISHING AND PUSHING LEE COMPONENT AND UM I DID REACH OUT TO AS MANY OF THE REPRESENTATIVES THAT ACTUALLY MANAGE FISHING TOURNAMENTS ACROSS STATE TO TRY TO GET THEIR INPUT ON OUR CRITERIA ORTIZ AND THEN WE HAVE SEVERAL STAFF THAT WORK ON OUTDOOR EDUCATION OUT THEIR RECORDS PROGRAMS WITHIN THE AGENCY THAT PROVIDED SOME FEEDBACK ON ON THE PROCESS. SO CHINA BUT SOME ACTIVITY GOING VERY QUICKLY ON THIS WE DECIDED START WITH SMALL THE GRANT PROGRAM WHICH WE CALLED PHASE; ONE MINI GRANTS. I KNEW FROM MY PREVIOUS WORK IN SOME OF THE AREAS THAT THE REPEAL A LOT OF INTEREST. ESPECIALLY IN THAT FIT IN THAT CATEGORY ONE THAT WAS A VERY BROAD AND ALLOWED A LOT OF DIFFERENT CASES THAT CAN SUPPLY. SO IT’S I DID TRY A SET ASIDE THE FIRST 200;000 FOR THIS FIRST COME FIRST SERVE PROCESS AND A SMALL 2 BUDDIES APPLICATION ELIGIBLE ABOUT AWAY FROM 500 TO $5;000. AND GATES AT LEAST A SIX-WEEK BY TIME WE ARE ALL SET WAS OCTOBER 23TH AT 9 O’CLOCK AND WE HAD A GENERIC EMAIL ACCOUNT THAT TO HAPPEN CASES COULD COME INTO AND I OPEN UP THAT COUNT AT 9 O’CLOCK AND ALSO THINGS THAT CASE SHE’S KEPT START POPPING AND IT’S KIND OF LIKE. TAYLOR SWIFT TICKETS THE KIND OF SPIES THE COMPUTER SYSTEM DIDN’T CRASH. WE HAD OVER 200 APPLICATIONS BY 9 OH 06:00AM BUT BY 3; 340 BY 02:40PM SO WE PUT OUT THE NOTICE YOU KNOW WE ONLY HAVE ENOUGH MONEY FOR ABOUT 60 PROJECTS THAT WITH THAT AMOUNT OF MONEY EVEN AT THAT SMALL A SMALL AMOUNT OF MONEY SO GET THE WORD OUT AND A FEW MORE TRICKLE IN AND THEN IT’S OVER THE FIRST FEW DAYS WE HAD OVER 400 APPLICATIONS; THE COST FOR THOSE 400 PER OVER MILLION. WE HAVE TO GO THROUGH AGAIN WAS FIRST COME FIRST SERVE AND WE ACTUALLY DID DISTRIBUTE THESE BY CAPITA BY REGION BY CAPITA THAT IN YOUR HAVE HANDLE YOU I THINK HAVE A LIST OF ALL OF THE 59 PROJECTS THAT WERE AWARDED IN PHASE ONE. THEN ALSO YOU HAVE ANOTHER HANDOUT AND OUT HIT SOME OF THE HIGHLIGHTS ON THAT; BUT THERE’S A HAND TO PAGE ANALYSIS THAT WE DID OF THE APPLICATIONS FOR PHASE; ONE AND PHASE 2; BUT IN PHASE ONE; I’M ONE OF THE CO 2. OUR PRIORITIES OF THIS WAS TALKED ABOUT AND WHAT STATION WAS TO TRY REACH UNDERSERVED CHILDREN WITH LIMITED OPPORTUNITIES SO WE DID MAKE THAT A PRIORITY IN THE PROCESS. FIRST COME FIRST SERVE IT WAS NOT IN THIS PHASE THAT WE THE PEOPLE DO MUCH WITH THAT BUT WASN’T INTERESTED TO US WHEN WE’RE LOOKING AT IT THAT THE AVERAGE ADVOCATE RATE OF FREE REDUCED LUNCH; WHICH IS KIND OF THE STANDARD MEASUREMENT OF TIME POVERTY AND YOUTH THAT ARE HAVE LIMITED OPPORTUNITIES; 39.7% OF THE AP A THAT WAS THE AVERAGE TREATMENT TO SLAUGHTERING OTHER APPLICANTS. SO WE WE KNOW REACHING SOME UNDERSERVED CHILDREN. AND JUST COUPLE MORE THINGS 64% OF THOSE DAYS ONE CATEGORY ONE APPLICANTS FOR FROM PUBLIC SCHOOLS. 30% FOR NONPROFITS AND I ONE THING THAT WAS NEW TO BE A KIND OF SURPRISE WHICH IS REALLY ENCOURAGING IS THAT OF ALL THE APPLICANTS 20% OF THEM WERE PRESCHOOLS ARE WORKING WITH PRESCHOOLERS. SO THAT WAS THE THE TIME IN THIS SMALL GRANTS MAJORITY OF THE REQUESTS WERE FOR EQUIPMENT. TO 55%. AND AS FAR AS LOCATION. A LOT OF THE PROBLEM PROJECTS ARE LOOKING TO DO THEIR APP CASES RIGHT ON THE SCHOOL GROUNDS WHICH TO ME IS VERY ENCOURAGING. WE WANT TO MAKE SURE THAT PEOPLE UNDERSTAND KIDS UNDERSTAND THAT NATURE DOESN’T HAVE TO BE AT THE BOUNDARY WATERS ARE AT THE LAKE UP NORTH. THERE’S A LOT OF GREAT NATURE AN OUTDOOR REC UPPER TEENS RIGHT NOW BACKYARDS; SO EXCITED TO SEE THAT A LOT OF THE PROGRAMS OR PROJECTS ARE BEING DONE. RIGHT AND MANY TIMES RIGHT ON SCHOOL GROUNDS. HIS EYES OF A CIVIC ACTIVITIES EVEN IN THIS CATEGORY WE DID HAVE A LOT AND CLEAN AND SHOOTING COMPONENT SO THAT WAS GOOD TO SEE PEOPLE ON WITH A CROSS COUNTRY SKIING AND SNOWSHOEING I THINK BEING IN THE FACT THAT PEOPLE ARE THINKING ABOUT WINTER TIME. AGAIN TRYING TO I’M TRYING TO MOVE THE PROJECT ALONG AND MAKE SURE WE GET THIS MONEY OUT AS IS REASONABLY POSSIBLE. WE DECIDE TO MOVE AHEAD WITH THE LARGER GRANT PROGRAM THAT BECAME AVAILABLE RIGHT AROUND THANKSGIVING TIME IT WAS AND BEGAN OFF ABOUT 6 WEEKS OF PEOPLE TO APPLY A LITTLE BIT LARGER GRANT SYSTEM OR PROCESS BEING AMOUNTS OF A 5;000 TO $50;000. THE FOR THAT OF COURSE IS THAT WE CAN LOOK AT PROGRAMS AND PROJECTS THAT HOPEFULLY ARE MORE SUSTAINABLE THEY’RE NOT JUST WANT IT DIDN’T HAPPEN EVENT. THEY’RE NOT JUST TAKING THE LIKES OF DOLLARS FOR BUSES AND DRIVING TO ANOTHER PARK; BUT ACTUALLY KNOW HOPEFULLY HAVE SOME CONTINUATION ONGOING PROCESS THAT THE KIDS WILL ACTUALLY POTENTIALLY BE ABLE TO DO THIS AND REALLY ARE LEARN A LOT FROM THE DEADLINE AGAIN WAS JANUARY 9TH IN THAT TIME FRAME ABOUT 6 WEEKS WE HAD 220 APPLICATIONS. THAT REQUEST OVER MILLION WERE IN THE PROCESS RIGHT NOW OF EVALUATING THOSE IN TRYING TO REVIEW THEM ON AND MAKING OR TO THE NEXT FEW WEEKS HERE. WHICH HAS BEEN A TOP TASK THAT MANY APPLICATIONS THAT ARE STANDARD IS HAPPY EVERY GRANT REVIEWED AT LEAST 3 TIMES. FROM INTERNAL AND EXTERNAL EXPERTS. JUST TO GIVE YOU THE AVERAGE OF THE EXPECTED IMPACT OF THE PROJECTS THAT AVERAGE REQUESTS WITH SAYING THEY WOULD TRY TO REACH 531 YOUTH. SO IF WE ARE ABLE TO AWARD ALL THE MONEY AND THIS PHASE OR AS WE WERE ON THE MONEY TO ESTIMATING ABOUT 25;000 YOUTH WILL BE IMPACTED AND REACH THE THROUGH THESE PROJECTS THAT TYPE OF APPLICANTS WERE PRETTY SIMILAR A LITTLE FEW MORE NONPROFITS VERSUS A PUBLIC SCHOOLS AND THIS AGAIN IT WAS ALL CATEGORIES SO 1; 2; 3; WERE ALL OPEN AND AVAILABLE IN THIS PHASE THAT THE GRANT PROCESS. LOCATIONS OR THE SIMILAR A SIMILAR LOCATION AND BUT SHOULD MATCH WHAT IS THE CRITERIA IN THE LEGISLATION AND JUST A NOTE THAT TOOTH OR AT LEAST 2 THIRDS OF THE APPLICANTS PLEDGE TO MATCH A 50% OR MORE SO WE ARE LEVERAGING A LOT OF OTHER RESOURCES WITH THIS PROJECT. SO IF I MAY I DO HAVE A COUPLE RECOMMENDATIONS AND SOME TAKE A LASER SOME OVERALL SUMMARY SO FAR AGAIN. WE HAVE NOT BEEN ABLE TO THESE PROJECTS ARE STILL AND PROCESS THE FOR PHASE I THINK THAT ONE THAT IS COMPLETED THEIR PURCHASES AND GOT THEIR THEIR REQUEST IN FOR REIMBURSEMENT. SO WE’LL BE GETTING MORE DETAILS ON THAT PROGRAM AND RESULTS AS WE GO ALONG HERE BUT I COUPLE HIGH NOTES THAT WE WANT TO MENTION WE DID GET REALLY GOOD RESPONSE FROM TRIBAL ORGANIZATIONS AND A LOT OF THE PROJECTS THAT WORKING WITH THE DIVERSE COMMUNITIES. I WILL SAY THOUGH IT IS OF NOTE THAT BY FAR THE MOST REQUESTED WE’VE GOT HAVE BEEN FOR CATEGORY ONE. AGAIN THAT’S OUTDOOR RECREATION; THE NATURAL RESOURCE; ITS CASE. PROPONENT I THINK ONE OF THE KEY FACTORS IS FOR THAT THOSE BECAUSE THE I WAS ABOUT A CONCERT WAY MORE OPEN THAT THAT WAS THE OTHER CATEGORIES BECAUSE WE DID SEE A LOT OF FISHING AND HUNTING IN THAT CATEGORY BUT I’M IN THE OTHER CATEGORIES; THEY WEREN’T A AS OPEN FOR APPLICATIONS FROM DIFFERENT ORGANIZATIONS. SO THERE’S A BIT TO CRY; IT’S A CATEGORY 2; 3; WE CAN I TELL YOU THAT WE DID NOT HAVE ENOUGH REQUEST TO HIM FACE TO YET TO GET ALL THAT MONEY AND THERE’S THIS IF SIGNIFICANT AMOUNT OF COURSE BUT THERE THERE WILL BE ADDITIONAL RESOURCES LEFT THAT WE CAN DO ANOTHER ROUND AND THINK ABOUT HOW WE WANT TO DISTRIBUTE THAT MONEY. ONE OF MY THOUGHTS WAS MANY GRANTS MAYBE OR PUT THE BALL IN THIS CASE BECAUSE THE YOU KNOW BUILDING NEED A $1000 OF FISHING EQUIPMENT AND SOMETHING LIKE THAT SO WE’LL BE LOOKING AT THAT. BUT IF YOU ARE LOOKING AT ANY CHANGES ONE THING I WOULD HAVE YOU THINK ABOUT IS THAT IS THERE A WAY TO OPEN UP A CATEGORY 2; 3; TO OTHER ORGANIZATIONS SPECIALLY NONPROFITS BECAUSE AGAIN IN CATEGORY ONE WE DID SEE A LOT OF ORGANIZATIONS THAT ARE WANTING TO WORK WITH YOU WITH US AND SCHOOLS. THEM WILL PROBABLY THE BIGGEST OPPORTUNITIES MAY BE IN BEFORE SCHOOL AFTER COMMUNITY EDUCATION OUR SUMMER SCHOOL PROGRAMMING SO I THINK I’M LISTENING UP SOME OF THOSE ELIGIBILITY REQUIREMENTS MIGHT HELP TO BE ABLE TO GET THAT MONEY OUT. I’M ALSO MAKING NOTE THIS IS THE YOUTH ONLY FOCUS WHICH OF COURSE THE YOUTH ARE REALLY IMPORTANT. BUT A LOT OF THAT RESEARCH IN OUR 3 RECRUITMENT ENSOR ACTIVATION IS THAT ADULTS ARE REALLY IMPORTANT. THEY HAVE TRANSPORTATION THEY HAVE MONEY AND THE ABILITY TO GO OUT AND DO SOME OF THIS ACTIVITY AND SO SOMETHING THINK ABOUT ESPECIALLY FAMILIES TO BE ABLE TO MAKE THEM MORE ELIGIBLE OR SOME OF THE FUNDING BE SUPPORTIVE OF THOSE ACTIVITIES ARE WITH THOSE AUDIENCES. I WAS STRUGGLING A LOT WITH THE DIRECTION ON MATCHING IT HIGH PRIOR IN THE LEGISLATION THAT THAT ITS IMPORTANCE BUT YOU THINK ABOUT IT AND I’VE SEEN IT IN THE FACE TO APPLICATIONS THE FOLKS THAT ARE APPLYING ARE THE ONES THAT HAVE ALREADY HAVE A LOT OF CAPACITY OR THE ONES THAT ARE DOING WELL AND SCORING BECAUSE THEY HAVE THE RESOURCES THEY HAVE THE STAFF THAT KNOW HOW TO WRITE THEY HAVE MATCH OR THEY CAN FIND MATCHING SO IF WE’RE TRYING TO REACH OUT TO ORGANIZATIONS THAT THERE’S A LITTLE BIT OF A CHALLENGE THEIR LITTLE BIT OF A CONFLICT OF TRYING TO FIGURE OUT AND MAYBE ONE OF THE ANSWERS IS PUT SCORING CRITERIA RELATED TO NEED AND LOOKING AT THAT MARK BUT DIRECTLY; THAT’S SOMETHING THAT HAS BEEN A CHALLENGE AND I DON’T KNOW IS SPECIALLY IN PHASE. ONE IS WE’RE LOOKING AT ALL THE APPLICATIONS ECONOMIC BENEFIT FROM THIS ACTIVITY AS I SAID LIKE 55% OF THE APPLICATIONS WERE FOR EQUIPMENT. WE HAVE A LOT OF GREAT OUTDOOR RETAILERS AND MANUFACTURERS OF STATE HAVE I WANT TO ADD UP KIND OF WHAT THE TOLLS ARE BUT OBVIOUSLY WE’RE ACTUALLY GENERATE A LOT OF BUSINESS FOR THOSE FOLKS I THINK THAT SOMETHING IS REALLY POSITIVE FOR THE PROJECT AND THEN LASTLY THERE WAS NO DOLLARS ASSOCIATED WITH THIS APPROPRIATION AND ACTED GO BACK AND LOOK THE PART OF THE LAST QUARTER SO WE SPENT ABOUT ONE FT OF TIME THAT WE’VE HAD A BANK TOMORROW; BUT A REALLY EXCITED WORK ON THE PROJECT BUT IT IS TAKING ABOUT ONE FT AND MANAGE THE PROJECT. I JUST WANT TO SING IN DOING SOMETHING TO SING ABOUT THE MEDIA THAT’S HAPPENED WITH WITH THIS PROJECT WHICH HAS BEEN REALLY WANT TO FALL IN FACT WE HAVE A NATIONAL REPORTER SHE’S BACK IN THE BACKGROUND HERE WITH US. I WOULD BET ON SPORTS. THE TV STATIONS ACROSS COUNTRY AND HEARD ABOUT THE SUCCESS OF THIS PROJECT HAS COME TO TOWN ON THE COLDEST DAY OF THE YEAR TO TO VISIT THE COVER OF OUR PHASE ONE GRANTEES SO THIS MORNING WE WENT TO SOUTH HIGH SCHOOL IN TOMORROW WE’RE GOING TO. YOU SCIENCE ACADEMY IN ROBBINSDALE SO IT’S BEEN GREAT IT’S A REALLY EXCITING TO WORK ON AND WE’RE REALLY HAPPY TO BE ABLE TO TO MANAGE THIS PROJECT I THINK IF YOU HAVE TIME I’LL TAKE SOME QUESTIONS OR WOULD IT BE LIKE TO MISTER CHAIR REPRESENT BECKER-FINN AND WE HAVE ABOUT 3 THANK YOU MISTER CHAIR; I’LL TALK REALLY FAST.>>SO FIRST I WANT TO THANK THE FOR PUTTING THIS THESE OUT INTO THE INTO THE PUBLIC IS GETS QUICKLY AS WE DID AND I DO WE ARE REALLY INTENTIONAL AND I KNOW I MET WITH YOU GUYS AND MAKING SURE THAT THE APPLICATION ESPECIALLY FOR THE MINI GRANTS WAS REALLY ACCESSIBLE. THE FOLKS BECAUSE WE DIDN’T WANT THAT TO BE A BARRIER FOR PEOPLE APPLYING WAS THIS A TWO-PAGE APPLICATION AND HALF OF THOSE CHECKING BOXES WE DID WANT TO MAKE SURE THAT THAT WAS THAT WAS ACCESSIBLE TO FOLKS. AND THEN WE GET A MORE NUANCED CONVERSATION ABOUT THIS I DIDN’T JUST DROP THE BILL TODAY; IT HAS FILED 3 2 TO ONE. TO CONTINUE SOME FUNDING IN 2021 US THAT WE CONTINUE TO DO THIS GOOD WORK BECAUSE I THINK THAT NUMBER ONE THING I EVEN MORE THAN I COULD HAVE IMAGINED IS THAT THE PUBLIC REALLY REALLY LIKES THIS PROGRAM AND REALLY REALLY WANT IT TO CONTINUE I WHEN WE THINK OF A NUMBER OF KIDS BEING IMPACTED IN. HOW THAT REVERBERATES OUT IN THE COMMUNITY WITH RETAILERS AND WHATNOT I SUCH GOOD WORK THAT WE CAN DO WITH THIS SOY. HOPE FOLKS WILL GET ON BOARD MAKING CONTINUE THIS IN THE FUTURE. YEAH; I’M NOT SURE THERE IS A QUESTION THAT MISTER CHAIR>>YEAH; IT IS OBVIOUS THERE WAS A LOT OF RESPONSE AND THE AND IT IS YOU KNOW THAT FREE REDUCED LUNCH NUMBERS; ENDING YOU KNOW DEMONSTRATE HOW MUCH NEED THERE IS OUT THERE IN FACT WE HAD SEVERAL APPLICATIONS IN PHASE; ONE THAT JUST WANTED. WINTER CLOTHING HEAD THAT’S BOOTS JACKETS SO THAT THE KIDS COULD ACTUALLY GO OUTSIDE. ANY OTHER QUESTIONS. THANK YOU. WE ARE ADJOURNED; THANK YOU.
